The U.S. Department of State (DOS), Office of Foreign Buildings Operations (FBO) is seeking qualified construction firms for the renovation of the United States Consulate in Chennai, India. The Consulate is 7,063 square meters and consists of three stories, plus a basement. The entire structure is to be renovated. Each floor of the Consulate, including the basement, will require new ceilings, new lights, and power distribution, telephone, fire alarm, and data lines furnished and installed. The existing interior partition walls on the first and second floors will be demolished and new layouts constructed. The basement and third floors will have minor interior partition wall demolition and new construction. All nine bathrooms are to be renovated. A new chilled water fan coil unit air-conditioning system will be installed. The existing chillers are to remain. Two new compound access control structures, totaling more than 260 square meters, will be constructed. A new entrance to the Consulate is to be constructed. A new parking lot with 25 parking spaces is also to be constructed. The construction cost is estimated in the range of $5,000,000.00 to $6,000,000.00 (220,000,000 to 260,000,000 Rupees). The Percy Amendment, 22 U.S.C. 302 will apply. Firms who want to be considered for this preference are required to request this preference in writing and submit the following information: (A) Evidence of performance of similar construction work in the United States, and (B) either (i) ownership in excess of fifty percent by United States citizens or permanent residents or (ii) incorporation in the United States for more than three years and employment of United States citizens or permanent full-time professional and managerial positions in the United States. This information is to be submitted as part of the proposal by the required due date. This solicitation is also being advertised locally in India. The contract period of performance is 27 months. The contract type is firm fixed price construction. The project solicitation will consist of two phases; this solicitation is for Phase One. As a result of evaluations of submittals for Phase One, all firms meeting the technical requirements will be issued formal solicitations and invited to submit Phase Two cost proposals, except that the Government reserves the right to limit the number of firms invited to participate in Phase Two to the greatest number that will permit efficient competition among the most highly rated proposals. The cost proposals are to be submitted in the formats provided by the United States Government. Completion time of the project will be an evaluation weight factor in Phase Two. Cost proposals that provide a completion time less than specified above will be given more weight to be applied to their proposal for evaluation purposes. The proposer with the lowest responsible weighted cost proposal after any credits for accelerated completion of the project are applied, will be selected for contract award. U.S. Government codes and requirements, as well as the applicable laws, codes, and standards of India (whichever is more stringent) will apply. The Project will be designed and constructed in hard metric (System International) units. All designs will be in AutoCad R 13 or 14 files in Department of State format. The scope of construction services under this proposed contract will include: total construction skills and services to fully renovate a functional and operational U.S. Consulate in Chennai, India, in accordance with construction documents prepared by the United States Government's Architect of Record and approved by the Office of Foreign Building Operations; on site organization and lines of authority to ensure overall project coordination; daily management oversight and coordination with U.S. Government on-site staff, Architect-Engineer representatives, subcontractors, equipment suppliers, and materials managers, managing job site meetings and submittals from project start to project completion turnover; quality control program; and construction scheduling to provide overall control throughout the life of the project. The Consulate will remain occupied during the period of performance for this contract. The formal solicitations issued to the prequalified firms will contain phasing plans. During work in limited specified areas, the successful offeror, including all entities that comprise a joint venture, must allow supervision by representatives of the United States Government who have security clearances. Firms responding to this announcement on or before the closing date will be considered for pre-qualification using the following evaluation criteria 100 points maximum: (1) TECHNICAL APPROACH: (a) The offeror must provide a business management plan for construction projects that explains the offeror's methodology for decision making, personnel management, team approach, quality assurance in the execution of the contract, schedule establishment and control, budget allocation and administration, and projected capacity -- 30 points. (2) TECHNICAL QUALIFICATIONS: (a) The offeror must demonstrate that it has the financial capability and resources to accomplish the project within the funding range stated previously and be able to obtain the required performance and payment bonds, or bank letters of credit or guarantee; and must have a total construction business volume per year in three of the last five years of at least equal to the level of their proposal. The offeror must provide a list of banks or other lending institutions that offeror intends to use in order to finance this project, and must provide credit references -- 20 points. (b) The offeror should set forth its professional qualifications, specialized experience, and technical competence in the renovation and construction of similar projects involving multiple contractors and sub-contractors. The offeror must demonstrate that it has either individually or collectively accomplished the construction of projects of similar value and complexity. The offeror will be evaluated on the qualityof the built projects. (Maximum of five example projects) -- 20 points. (c) The offeror should have a demonstrated record of performing work on schedule while maintaining effective cost and quality control. Briefly describe previous examples of internal quality assurance and cost control procedures and indicate effectiveness by listing the planned and actual construction duration, client's construction budget, design construction estimate, construction award amount, final construction cost, and construction change order rate in tabular form for five recent projects -- 20 points. (d) The offeror should detail its previous experience and knowledge of building codes with projects for the United States Government. -- 10 points. Failure to address any one of the foregoing criteria in writing will result in the offeror being removed from further consideration. When responding to criteria (2)(b) through (2)(d) above, the offerors must list the owner's name, address, telephone number, and client's contact person for each project. As a means of verification of their ability to meet each of the aforementioned criteria, firms that meet the requirements described in this announcement are invited to submit two copies of the following for Phase One: (a) Technical Approach Plan (b) Technical Qualifications for proposed project personnel; and (c) construction portfolios that illustrate the capabilities of the team. Failure to provide any one of these written documents will result in the offeror being removed from further consideration. These written documents are to be submitted in English. This is a solicitation for Phase One only. The Government intends to evaluate and score Phase One proposals and seek Phase Two submissions (cost proposals) from all firms that meet the technical requirements set forth in this Phase One solicitation. The Government reserves the right to limit the number of firms that are invited to participate in Phase Two to the greatest number that will permit efficient competition among the most highly rated technical proposals. The pre-qualified firms will be asked to submit cost proposals. Completion time of the project will be an evaluation weight factor in Phase II.
