responds to questions that were posed to Solicitation RFP 865871.
QUESTION #1: Will the FBI accept and evaluate an offer that exceeds the
performance characteristics of the solicited NV Pocketscope Kit? Will
an offer exceeding performance characteristics receive a superior
evaluation? ANSWER #1: The FBI will evaluate any proposal that it
receives to determine if it meets the government's needs. The FBI is
looking for the best value overall to the government. This includes
technical, past performance, and price. The solicitation lists our
minimum requirements. QUESTION #2: May an offeror submit an advanced
technology proposal as an alternative offer while simultaneously
submitting an offer that meets the requirements of the RFP? ANSWER #2:
Companies are encouraged to submit as many technical proposals as
possible, including advanced technology. However, proposals with
advanced technology that does not meet the FBI's first delivery date
will not be evaluated. As an estimate date, the first delivery date
will be around the end of the year (December 2000). QUESTION #3: If
orders are placed for other government agencies will delivery located
be changed? ANSWER #3: If orders are placed for other government
agencies the delivery location will be changed. At this time, it is
difficult to identify where the locations are. However, the primary
delivery location will be at the FBI's Engineering Research Facility,
Quantico, Virginia. QUESTION #4: The solicitation includes two (2)
relay lens 1:1 and a 2/3 inch. Will the FBI accept an offer of an
additional alternative relay lens for smaller format cameras? ANSWER
#4: The FBI will evaluate any proposal that is submitted in response to
this solicitation. However, offers that do not meet the government's
minimum solicitation requirements can be eliminated for consideration.
QUESTION #5: For price evaluation purposes unit prices are stated to
be the basic unit plus the four annual option prices established for a
single unit. This appears to offer no advantage for an offer to
provide a decreasing price per unit for award of a larger quantity of
units. Is this the FBI intent? ANSWER #5: In order to simplify the
price evaluation, the FBI will evaluate the unit price. However, this
does not prohibit the offeror from providing quantity discounts.
QUESTION #6: How many copies of the proposal's Technical, Past
Performance and Price Volumes are to be submitted? Is there a page
limitation to any of the proposal volumes? ANSWER #6: The FBI would
like two copies of the Technical and Past Performance and one copy of
the Price proposal. There is not a page limitation requirement. *****
