Procurement Technicians (v: 303.497.3221, fax: 303.497.3163) This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented by
additional information included in this notice. This announcement
constitutes the only solicitation for the following items; offers are
hereby requested. A separate written solicitation will not be issued.
Any amendment(s) hereto will only be published in the Commerce Business
Daily. For pricing purposes, the following contract line item numbers
shall constitute the schedule of items: 0001 Ozonesondes with
radiosonde interfaces and batteries, base period (effective date
through 9/30/00); 0002 Ozonesondes with radiosonde interfaces and
batteries, Option Period 1 (10/1/00 through 9/30/01); 0003 Ozonesondes
with radiosonde interfaces and batteries, Option Period 2 (10/1/01
through 9/30/02); 0004 Ozonesondes with radiosonde interfaces and
batteries, Option Period 3 (10/1/02 through 9/30/03); 0005 Ozonesondes
with radiosonde interfaces and batteries, Option Period 4 (10/1/03
through 9/30/04). Prices shall be offered on a per-unit, per-period
basis; note the indefinite quantity information below. The following
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15 (as of December 27, 1999). This is a 100%
small business set-aside. SIC code: 3829; small business size standard:
500 employees. The NOAA Climate Monitoring and Diagnostics Laboratory
in Boulder, Colorado has a requirement for ozonesondes with radiosonde
interfaces (systems) to be purchased over a period of between one and
five years (one base period and up to four option years). An
indefinite quantity of systems, with a minimum of 150 and a maximum of
450 per year, to be ordered in minimum lots of 50, is required
pursuant to this solicitation/contract; each system shall have the
following features and/or meet the following minimum
description/performance requirements: 1. Sensor for detecting ozone
shall be of the electrochemical concentration cell (ECC) type. 2. Pumps
shall be non-reactive with ozone and shall operate effectively in the
altitude range of 0-35km. A thermistor for measuring pump temperature
shall be mounted in the pump. 3. Ozonesondes shall measure ozone with
an accuracy and precision of 5% over the altitude range of 0-30km and
for ozone mixing ratios of 0-15 parts per million by volume. 4. Each
ozonesonde shall include a digital electronics interface for the
Vaisala RS-80 radiosonde (or its successor models) with the following
characteristics: a)interfaces shall be mounted within the chassis of
the ozonesonde with the connections provided to the sensor current
output and the pump thermistor. Connection shall be provided for the
Vaisala RS-80 and a cable shall be provided for connection to the RS-80
radiosonde, b) each interface shall provide a power source (battery)
for the interface board and pump operation, c) shall provide two-second
binary data output, d) sensor current shall be read with a minimum of
12 bit accuracy, e) shall provide for the input of pressure,
temperature, and humidity data from the Vaisala RS-80 radiosonde as
well as the ozonesonde sensor current and pump thermistor resistance,
and produce a data stream that can be transmitted by the RS-80
radiosonde, and f) the transmitted data stream shall be received by a
403 MHz FM receiver and converted to an RS-232 compatible signal by a
standard serial modem. Data are transmitted using frequency shift
keying (FSK). The binary data packet has cyclic redundancy checking
(CRC) and uses the BEL 103 standard format. 5. Each ozonesonde shall be
housed in a container that maintains the environmental conditions in
the temperature range of 10-30 degrees Celsius. 6. Each ozonesonde and
its container shall weigh 1.5 kilograms or less. 7. Markings: the
Contractor shall affix a label to each ECC sonde providing the
following information: ECC Sonde serial number, manufacturing contract
number, date of manufacture, pressure developed by the pump in inches
Hg, vacuum developed by the pump in inches Hg, pump voltage, pump
current, and pump air flow rate in sec/100ml. PURPOSE: Each ozonesonde
with interface will be mated to a Vaisala radiosonde and flown as part
of a balloon-borne instrument package for measuring ozone vertical
profiles from Earth's surface to 35km. Delivery shall be made within 60
calendar days after Contractor's receipt of each Delivery Order.
Deliveries shall be F.O.B. Destination to NIST, Building 22, 325
Broadway, Boulder, Colorado 80303-3328. Offers that fail to furnish
required representations or information (per FAR 52.212-1 and
52.212-3), or reject the terms and conditions of this solicitation may
be excluded from consideration. Period for acceptance of offers: the
offeror agrees to hold the prices in its offer firm for 30 calendar
days from the date specified for receipt of offers, unless another time
period is specified in an amendment to the solicitation. Standard Forms
