execute a sole source award. The Defense Threat Reduction Agency (DTRA)
intends to negotiate and award a sole source purchase order, in
accordance with FAR Part 13, to Science Applications International
Corporation (SAIC) for Influence Net Modeling support to Northeast Asia
Regional Security Workshops. Influence Net Modeling is an SAIC
developed decision support process that will be utilized during the
subject workshops to develop a conceptual model for Northeast Asia
regional instability. The support will entail the employment of an SAIC
developed software application called Situation Influence Assessment
Module (SIAM) to construct an issue-specific regional Influence Net
Module. The contractor shall facilitate no more than three 2 day
workshops on Northeast Aisa in the Washington DC metro area in order to
collect the appropriate data to construct an Influence Net Module for
the region. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested
parties have until 2:00 PM EST, March 3, 2000 to submit in writing, to
the identified point of contact, clear and convincing evidence of
their qualifications and/or capabilities. Such qualifications and/or
capabilities will be used solely for the purpose of determining whether
or not to conduct this procurement on a competitive basis. Responses
received after 2:00 PM EST, March 3, 2000, or without the required
information, will be considered non-responsive to this synopsis and
will not be considered. A determination by the Government to not
conduct this effort as a full-and-open competitive procurement, based
upon responses to this notice, is solely within the discretion of the
Government. All inquiries must be submitted in writing to the address

Miller. Responses to this notice must be received by 2:00 PM EST, March
3, 2000. Responses must include your business name, point of contact,
