to issue a Request for Quotation (RFQ) for engineering integration of
MIL-STD-1553 data bus monitoring and recording of data from a GE F-110
engine. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GRC intends to purchase the items
from Mr. John Sullivan, under the authority of 10 U.S.C.2304(c)(1),
only one responsible source and no other supplies or services will
satisfy agency requirements. This function must be tightly coupled with
the recording function and timing with the existing Glenn Dynamic data
systems. Working knowledge of Concurrent Hardware, its Operating
System and interrupts and the Creare Data Acquisition software running
on the same Concurrent computer is mandatory. The 1553 data bus
recording will be required for a July 1, 2000, project and for all
future JSF engines tested in Propulsion Systems Laboratory. This same
integration should also provide serial engine data stream recording
capability to the same Concurrent computer for older model engines. Mr.
John Sullivan is recognized as an expert in Systems Analysis and
integration. He has provided his expertise to GRC in the past as a
former System Engineer for Masscomp/concurrent Computer Corporation. He
has also provided expert analysis and integration of the serial data
stream from older Pratt & Whitney engines to Glenn Dynamic Data
Systems. Contacting engine manufacturers and computer companies have
provided no other solutions for this application. The Government does
not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on March 8, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
