lewisd@socom.mil. INFRARED SIGNATURE REDUCING OVER GARMENT The purpose
of this sources sought synopsis is to obtain information from sources
that feel they are capable of supporting the Infrared Signature
Reducing Over Garment (ISROG) program with current off the shelf items.

Keeler, keelers@socom.mil. The ISROG program is a USSOCOM Foreign
Comparative Test program. The ISROG program is intended to address the
SOF need for a lightweight over garment that will reduce the infrared
signature of a SOF operator under various mission scenarios where
detection is not desired, such as surveillance and reconnaissance. It
is desired that the ISROG be lightweight (less than 2 lbs.), portable
(sized to fit in BDU pocket), non-bulky, quiet, and effective against
various infrared detection sensors. Products selected for consideration
will be evaluated to determine the effectiveness of the ISROG under
various tactical and environmental situations and compared to existing
fielded capabilities. Products evaluated successfully that provide
best value may be considered for future procurement. It is requested
that all interested parties respond by submitting a capability
statement/documentation (under 10 pages). In addition, parties are
invited, but not required, to submit a sample. The statement should
specifically address which off the shelf item(s) they plan to submit
for consideration as a ISROG, the technology behind the product and any
concerns with the intended application of the described technology.
This announcement is NOT a Request for Purchase. This is a sources
sought and does not commit the Government to award a contract under the
above listed terms, nor is the Government responsible to pay for
samples or information received. A cutoff date of March 24, 2000 is
established for the submission of responses. The SIC code is 5699. The
