Background "This is a sources-sought synopsis to determine potential
contractors for a non-developmental item (NDI), internal strain-gage
balance, through the DoD Foreign Comparative Testing (FCT) Program.
This solicitation is part of a long- term effort to improve the balance
inventory at Arnold Engineering Development Center (AEDC). AEDC is
interested in contracting with vendors who are currently using the most
advanced technologies and methodologies in the design, fabrication, and
gaging of internal 6-component strain-gage balances. AEDC plans to
purchase two balances, one small and one large in diameter (0.5 to 0.7
and 2 to 3 inches in diameter, respectively), from up to four
non-domestic design/manufacturers. Interested sources shall submit
supporting documentation that their balance design meets all of the
following qualification requirements: (1) cylindrical cross-section in
requested size ranges; (2) are of the highest accuracy for all
components; (3) deflections of the balance due to loading will be kept
to a minimum, (4) have been recently fabricated for tests of
air-vehicles in large continuous flow transonic wind tunnels (e.g.,
ETW, ARA, DERA 8ft, ONERA S2MA, NLR HST), and (5) in their calibration,
account for the effect of temperature over the range of 50 to 150
degrees F. Supporting documentation shall be in English and include: a
sketch of the proposed balance design(s), showing external dimensions,
flexural element locations, and temperature sensor type and locations;
a calibration report for each of the proposed balance designs (include
description of calibration method, extremes of temperature environment,
stability of output under constant maximum load for at least a
30-minute time period, constants, and statistical information to assess
the calibration uncertainty); and a customer point of contact who has
used balances of the proposed designs and will be authorized to release
information as to the performance of the balance in service, delivery
schedule, and vendor support. The vendor'sability to show a successful
operational history in wind tunnels at cryogenic conditions (typical
of the European Transonic Wind Tunnel) as well as at temperatures above
ambient (up to 150 degrees F) and provide documentation of design
changes over the last 5 to 10 years that have resulted in improvements
in the balance accuracy and/or operational capabilities will be very
significant in the vendor selections. Potential offerors shall submit
