invited to submit bids on the solicitation for a Information Technology
Specialist. (1) Strategic Command (SC) Atlantic Headquarters
Communications and Information Division requires one man-year of
professional and technical services. (2) TASKS: Support systenm
administration activities for Novell Netware and Microsoft Windows NT
operating systems, including integration, troubleshooting and directory
services using Novell Directory Services (NDS) and Novell Directory
Services for NT (NDS4NT; Support for Web applications (Microsoft
Internet Information Server), Command Messaging System (Microsoft
Exchange) and network services infrastructure; Support in analysis,
planning, implementation and maintenance of a coordinated network
management scheme; Support in planning and deploying network security
measures on the Lan and on internet accessible systems; Support in
developing functional requirements and design criteria for
modifications to the Network Operations Center; Support in the
development of documentation anf training materials for network/system
users; Other network managemant related tasks as directed. (3)
REQUIREMENTS/QUALIFICATIONS 1960 man-hours from a single technical
contractor is required; Performs enterprise strategic systems planning,
information planning and business area analysis across the
organization; Develop migration strategies and planning documents that
address internal capabilities and external influences in developing
detailed implementation plans; Applies expertise on projects from a
concept development stage to implementation and evaluation; Provide
practicable options and recommendations for emerging challenges;
MINIMUM EDUCATION: Masters Degree in Information Technology, Computer
Science, Electrical Engineering, or related technical or business
disciplines. GENERAL EXPERIENCE: Four years specialized experience with
a PhD, six with a MBA/MS/MA, tweleve years with a BS/BA or greater than
eighteen years of applicable experience; Experience is required in IS
development, functional and data requirements analysis, system analysis
and design, programming, program design and documentation preparation.
SPECIFIC EXPERIENCE: Microsoft Certified Systems Engineer (MCSE)
certification; Certification in Microsoft Transmission Control
Protocol/Internet Protocol (TCP/IP); Two years administration
experience with Novell Netware/Intranet Ware and recent experience with
Novel NDS for NT; 1 Year administration experience of an enterprise
messaging system using Microsoft Exchange 5.5; Recent practical
experience implementing enterprise messaging virus protection,
implementing web based intranet collaboration systems, with Micosoft NT
4.0 servers and workstations, with a TCP/IP network and network
services including Domain Name Systems (DNS), Windows Internet Naming
System (WINS) and Simple Mail Transfer Protocol (SMTP) SECURITY
CLEARANCE: The contractor must possess a valid NATO Security Clearance
at the NATO Secret level. The clearance must be fully documented and
in place priorro submission of the associated curriculum vitae. (4)
PERIOD OF PERFORMANCE: 01 April 2000 to 01 April 2001. (5) WORKING
ENVIRONMENT AND ROUTINE: The contractor is expected to work 40 hours
per week during the hours 0730 to 1630 weekdays except for Headquarters
holidays and temporarily during periods of high tempo operations up to
12 hours per calendar day including weekends. (6) ALL BIDS MUST BE
