231-2159 This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) under
solicitation VACA-0228. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. STATEMENT OF WORK The Defense Source Registry (DSR) is
responsible for establishing policies and procedures for the DoD HUMINT
Source Management program. DSR ensures the proper accounting of all
sources in compliance with current directives and procedures to
preserve the security and effectiveness of the DoD HUMINT system.
Additionally, the DSR processess all Name Trace requests, and provides
a central repository of information on DoD HUMINT assets, as well as
an archival responsibility of all terminated sources. The DSR Forward
Mission is responsible for providing support in the field for the DoD
HUMINT Source Management program. In order to provide enhanced database
capabilities to support the DSR and DSR Forward Mission, the following
tasks are anticipated: ITEM 1: Continue development of the DSR
database application in the UNIX operating system environment. Provide
the DSR with additional forms and reports for performing routine
taskings. Modify current forms and reports to include changes in
classification markings. SUMMARY: Currently, tables and data have been
moved to the Oracle 7 database and most forms and reports have been
created for the DSR application. Additional forms and reports are still
needed to improve the workflow in the DSR. Also, current reports need
to be modified to meet new classificaton markings. ITEM 2: Continue
development of database applications in support of the DSR Forward
operating base in Bosnia and other field sites as required. SUMMARY:
Install all required software on laptops that will be fielded from the
DSR and develop database applications as needed to support field
requirements. Provide support for applications that are currently
fielded. ITEM 3: Perform operating system software and Oracle 8
upgrades to the DSR computer system. SUMMARY: Both the operating system
and Oracle database software will be upgraded to the latest versions
after January 1, 2000. The system is currently Y2K compliant and will
not be modified until the year 2000. The DSR database applications will
also need to be modified once the upgrades are performed. END OF

factors shall be used to evaluate offers: Technical Capability and
Price. Offerors must include a COMPLETED copy of Federal Acquisition

Certifications-Commercial Items. Federal Acquisition Regulation clause
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. Federal Acquisition Regulation clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders, applies to this acquisition. Offers in response to
