Background "The F-16 System Program Office (SPO), ASC/YPKB, intends to issue an RFP to provide Combined Life- Time Support (CLTS) for select avionics systems on the F-16, including the Modular Mission Computer (MMC) and its associated line replaceable modules (LRMs),for a basic period plus five one-year options. The SPO anticipates a sole source acquisition to Lockheed Martin Aeronautics Company, Ft. Worth, Texas, to provide CLTS to the USAF Common Configuration Implementation Program (CCIP) on Block 40/42 and Block 50/52 F-16 aircraft. The contractor will be responsible for providing total logistics support and will ultimately have total system performance responsibility (TSPR) for selected avionics systems on the F-16, including the MMC, Common Color Multi-Function Display (CCMFD), Color Programmable Display Generator (CPDG), and the Common Data Entry Electronics Unit (CDEEU). This CLTS effort will be transparent to the end users and include: integrated materiel management utilizing a direct vendor delivery concept; contractor depot level repair and return with a guaranteed 30-day turn around time; contractor diminishing manufacturing sources (DMS) management; and contractor configuration management. The contractor will be responsible for accomplishing fleet-wide reliability measurements to ensure repairs and configuration changes continually meet performance requirements. Lockheed Martin Aeronautics Company, P.O. Box 748, Ft. Worth, TX 76101-0748 is the planned prime contractor for this effort, pursuant to the authority of 10 U.S.C. 2304 (c) (1). The contractor who responded to the sources sought synopsis, that was advertised in the Commerce Business Daily on 20 Jan 99, did not have the ability to meet the TSPR and integration requirements of the CLTS program.
