Army Corps of Engineers has a requirement for preventive maintenance
of Emergency Power Generator Sets presently located at FEMA's three
Territorial Logistic Centers (TLCs) and two remote sites. The TLCs are
located at Ft. Gillem (Atlanta), Georgia; Denton, Texas and Moffett
Field (vicinity San Diego), California. Remote site locations are
Puerto Rico, Hawaii and Guam. Dispersed among these five locations are
approximately 825 generators, ranging in size from 5kW to 500kW, of
various manufacturers. Preventive maintenance checks and services to be
performed include, but are not limited to, visual inspection and
initial run testing of all generators for operability and
serviceability to include an overall inspection of the major
systems/sub-systems and report their status, initial replacement of all
lead batteries with "Jell-type" batteries and yearly replacement of
same as necessary, changing of oil, other engine fluids, replacement of
filters and lubrication in accordance with manufacturer's
recommendations and installation of fuel line quick disconnects on
generators and external fuel tanks as necessary. in addition, conduct
additional minor repairs as necessary to bring generators to a Fully
Mission Capable status and perform a thorough Load Bank Test of all
generators in inventory. This is an unrestricted procurement pursuant
to the "Business Opportunity Development Reform Act of 1998" (Public
Law 100-656). Procurement method will be Invitation For Bid (IFB) and
contract type will be Firm Fixed Price (FFP). Contract terms are base
period with two option periods. Performance of maintenance services
during the base period shall be completed no later than 30 May 2000 for
all locations. Option periods will run from June to May. Intent is to
provide prospective contractors an opportunity to view the generator
sets at the TLCs and remote sites during the solicitation period. It is
anticipated that the solicitation documents will be available O/A 8
March 2000. The solicitation will be issued in electronic format ONLY
