The U.S. Agency for International Development (USAID) intends to conduct negotiations with the four (4) SWIFT contractors to increase the ceiling in their IQC contracts. USAID underestimated the demand for these services, having reached the ceiling on some SWIFT contracts in less than one and one-half years. The increased ceilings will permit BHR/OTI to continue using these services until new IQCs are competed and awarded. The RFP for the new SWIFT IQCs will be issued in April, 2000 and will entail an updated scope of work and higher ceilings. A justification and approval for other than full and open competition has been prepared based on AID Acquisition Regulation (AIDAR) 706.302-70(b)(5), in which the awards are based on specialized services which would otherwise result in substantial additional costs to the Government or would result in unacceptable delays. USAID believes that Creative Associates International, Inc; Development Alternatives, Inc; Louis Berger International, Inc.; and RONCO Consulting Corporation are uniquely situated for these award modifications given the system and structures already in place in performing similar services in support of existing transition initiatives in various countries worldwide. No solicitation document exists. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all submissions received before March 14, 2000 will be considered by the Government.
