AOT-C-00-96-90067-00 with RONCO Consulting Corporation to provide
immediate support to the Return Assistance Program for refugees and
displaced persons in Croatia through September 30, 2000, or until a
proposed contract is competed and awarded to support these activities
on a longer-term basis. Under this modification, RONCO will procure
equipment and services to undertake the repair/replacement of
small-scale municipal infrastructure problems to facilitate the return
of refugees and displaced persons. Award of this modification is
intended to avoid unacceptable delays in the initiation of this
program, relying on RONCO's current presence and similar work under the
existing contract. Note that an RFP will be issued soon for a contract
that will be awarded before September 30, 2000, at which point it will
replace the activities of RONCO under this modification. A
justification and approval for other than full and open competition has
been prepared based on AID Acquisition Regulation (AIDAR)
706.302-70(b)(5), in which the award is for specialized services which
would otherwise result in substantial additional costs to the
Government or would result in unacceptable delays. USAID believes that
RONCO Consulting Corporation is uniquely situated for this award
modification given the fact that they are currently mobilized in the
field with procurement and monitoring systems already in place.
Further, they have been performing similar work in support of USAID's
Office of Transition Initiatives (BHR/OTI) throughout the region. No
solicitation document exists. Interested persons may identify their
interest and capability to respond to the requirement. This notice of
intent is not a request for competitive proposals. However, all
submissions received before March 3, 2000 will be considered by the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
