This is a request for information only. The United States Marshals Service (USMS) is conducting market research to determine if there are contractors that can provide provide an efficient national disposal service for forfeited real property encompassing; an automated referral service, broker service, property management services, title and closings services. The reason that the USMS is conducting this research, is too determined if these services can be provided by private industry. It is not the intent of the USMS to "reinvent the wheel," but to tailor its requirement to meet current industry standards and pricing structures as follows: 1. Maintain a competent automated system to receive, track and monitor the inventoried assets. 2. Provide weekly automated reports based on inventory status. 3. Provide access to valuation, listing, offers, and disbursement information. 4. Accept residential single family residences, commercial properties, Condos, Puds, Coops, manufactured housing, urban residential lots, rural vacant land, and Multi family housing units of 2 or more units for disposal. 5. Competent knowledge of the forfeiture process. Comprehend, analyze and comply with judicial forfeiture proceedings. 6. Establish marketing and sales strategy. 6. Provide initial and updated appraisal services. Evaluate and comprehend appraisal reports and recommend course of action. 7. Access to a national network of Realtors to provide broker services within a specified time frame after property is referred. 8. Confirm occupancy status. 9. Inspect, secure, stabilize premises and report condition of property within a specified time period. Coordinate with vendors on repair work and verify completion of requested repairs. 10. Provide qualified buyers. 11. Provide national property management services to commence within a specified times after property is referred. 12. Provide winterization, lawn and repair services. 13. Clean interior and exterior of premises, remove trash and other personal property. 14. Perform title and closing services. 15. Access to legal consultation and closing analyst. 16. Reconcile title issues in preparation of closing. 17. Ability to negotiate with claimants. 18. Prepare general closing documents and deed for closing. 19. Maintain and provide individual automated disbursement information for each transaction. 20. Provide proceeds of sale within a specified time frame. 21.
