Eickenhorst, Contracting Officer, (202) 353-9505 The Drug Enforcement Administration (DEA) plans to issue a solicitation for an anticipated firm fixed price contract for full facilities operations and maintenance at DEA's Aviation Operations Center, Fort Worth Alliance Facility, 2300 Horizon Drive, Fort Worth, Texas 76177. The contract will be for a period of one (1) year with four (4), one (1) year successive option periods. This contract will provide the Drug Enforcement Administration (DEA) with full facilities operation, maintenance and related support services. The area to be maintained is within a 12-acre site [48,564 square meters], including a building structure comprised of an 83,400 square-foot, [7,750.93 square meters] hangar. The hangar is comprised of: 39,063 square feet [3,630.39 square meters] of shops and support space on the first floor; 39,767 square feet [2,859.39 square meters]of general office space on the second floor; a 266 square foot[24.72 square meters] guard house; and a 1,732 square foot [160.97 square meters] pump house.The site includes approximately 250,000 square feet [23,234.2 square meters] of roads, aprons and parking areas as well as the equipment associated with these areas (such as lights, fences, curbs, storm drains, and fire hydrants). The contractor shall provide all labor, supervision, tools, materials, equipment, incidental engineering and transportation necessary for the operation and maintenance of buildings, structures and related systems and equipment in an efficient, economical and reliable manner. These services shall be performed in accordance with the requirements specified herein and all applicable Federal, State and local laws, regulations, codes and directives. The contractor shall provide the necessary staff and training required to perform all operation and maintenance functions, including planning, scheduling, and allocation of contractor's resources. The contractor shall also provide a phase-in/phase-out transition plan. The specifications listed herein are a statement of the minimum level of work and services to be provided. The contractor shall provide for the accomplishment of the following functions in accordance with the specific requirements provided herein: (1) Operation and Maintenance of Mechanical/Electrical Equipment and Systems,(2) Architectural/Structure Maintenance and Repairs, (3)Pest Control Service,(4) Snow and Ice Removal,(5) Energy Management System, (6) Environmental, Safety and Health Program. This procurement will be conducted under full and open competition. Potential sources must posses or have the ability to obtain a security clearance in order to be considered. Proposals will be evaluated and selection made based on "best value" criteria. Release of the solicitation is anticipated on or about April 7, 2000.
