The National Library of Medicine (NLM) intends to contract with Atlis
Federal Services, Inc. (Atlis), which is located at 8728 Colesville
Road, Silver Spring, Maryland 20910, on a sole-source basis for a
six-month extension of contract number N01-LM-5-3520. The current
contract is for the preparation of library materials for microfilming
as a means of preservation. The purpose of the extension is to provide
continuity of microfilming preparation services while NLM implements
a new integrated library system (ILS). The preservation microfilming
project requires the contractor to search bibliographic utilities for
titles to be filmed, pull volumes and perform page-by-page collation,
determine appropriate preparation actions, produce various targets,
program microfilm reels, inspect all work and correct all preparation
errors, ship volumes to offsite filming facility, check-in filmed
volumes and microfilm reels, update NLM online bibliographic files,
track the location of each physical piece throughout thepreparation
process, monitor and control the overall preparation workflow, and
perform rework as needed. Approximately 3,000 volumes will be prepared
for microfilming during the period of this extension. The work under
this contract is performed onsite at NLM. The new ILS will necessitate
extensive changes in the ways the contractor downloads and modifies
existing bibliographic records, creates and updates holdings and item
records, generates quality control reports and shipping lists, and
checks out/in volumes pulled for filming in the circulation module. The
new ILS also requires major changes in the ways in which NLM refers
work to the contractor and checks their work for accuracy and
completeness. Because of these changes, a totally revised statement of
work will be required for the upcoming recompetition of NLM's
microfilm preparation requirement. Specific procedures for performing
and reviewing ILS-related tasks are still under development and cannot
be completed in time to award a new contract before September 29,
2000. NLM has determined that Atlis is the only vendor capable of
providing the necessary services within the required time frame. This
notice of intent is not a Request For Proposals (RFP), nor is an RFP
available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR
6.302-1(a)(2)), award to Atlis for this contract without full and open
