Library of Medicine (NLM) intends to contract with Preservation
Resources, which is located at Nine S. Commerce Way, Bethlehem,
Pennsylvania 18017-8916, on a sole-source basis for a six-month
extension of contract number N01-LM-5-3523 for preservation
microfilming. The current contract is for the microfilming of library
materials as a means of preservation. The purpose of the extension is
to coincide with the contract extension for the preparation of books
for microfilming contract number N01-LM-5-3520 with Atlis Federal
Services, Inc., and to provide continuity of microfilming services
while NLM implements the new integrated library system (ILS).
Preservation microfilming requires the contractor to produce camera
negative, print master, and if requested, service copy reels; produce
various targets; follow special filming instructions provided for
individual books; if needed, and if approved by NLM, disbind volumes;
box and label each reel; perform technical, physical, and page-by-page
bibliographic inspection of film; correct all filming errors; fill out
an NLM inspection form for each camera negative reel; return microfilm
and filmed volumes to NLM; and perform rework as needed. Approximately
3,000 volumes will be microfilmed during the period of this extension.
Materials are prepared for filming under a separate contract
(reference above). Because of extensive changes in NLM's preparation
contract requirements necessitated by the implementation of the new
ILS, NLM intends to extend the preparation contract from September 29,
2000 to March 31, 2001. To provide continuity of services, the current
microfilming contract must also be extended from September 29, 2000 to
March 31, 2001. NLM has determined that Preservation Resources is the
only vendor capable of providing the necessary services within the
required time frame. This notice of intent is not a Request For
Proposals (RFP), nor is an RFP available. Based on authority cited in
41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to Preservation
Resources for this contract without full and open competition is
