Requirement. The Air Force is seeking small business sources in support
of training services for navigator, T-1, T-37 and A/T-38 platform and
T96 (T-1), T50 (T-37) and T51 (T-38) simulator instructor duties in
support of USAF aircrew, identified UFT/IFF syllabi, and complete
courseware support for the same. This requirement will be to perform
Simulator and Academic Instructors (CSI) for Columbus AFB MS, Laughlin
AFB TX, Moody AFB GA, Randolph AFB TX, Vance AFB OK and Sheppard AFB
TX for Undergraduate Flying Training (UFT). To include services for
simulators/academics, Introduction to Fighter Fundamentals (IFF), Life
Support Officer Course ground training, Joint Undergraduate Navigator
Training (JUNT) and Courseware Development services in support of the
UFT and other USAF training courses. The contractor will provide
sufficient qualified instructor, administrative, and supervisory
personnel to meet UFT/IFF simulator and platform training requirements.
The Air Force specifically encourages and invites small businesses,
historically underutilized businesses, woman-owned businesses, and
historically black colleges and universities and minority institutions
to submit their capabilities and qualifications in this unrestricted
procurement. It is the Government's intention to award to ONE
contractor. The Government currently contemplates issuing an
unrestricted solicitation; however, it reserves the right to make this
a Small Business (SB) set-aside based on the interest and technical
capabilities received from SB concerns. Under an unrestricted
solicitation, large businesses will be required to submit a
subcontracting plan with their proposal using electronic mail. All
interested business concerns shall indicate interest in this
acquisition by providing the company name, capabilities stated above,
mailing address, phone number, and electronic mail address to the
contracting office. Small Business Set-Aside. The Government reserves
the right to consider small or small disadvantaged business set aside
based on responses to this notice. In order for the Government to make
a SB set-aside determination, it is requested that SB concerns provide
sufficient written information supporting their capability to perform.
This information should, as a minimum, include (a) degree of
experience providing flying training instruction and producing and
maintaining courseware for the same; (b) annual contract billings; (c)
provide past corporate and Government contracts with references and
points of contact. Provide this required information via electronic
mail. For purposes of this acquisition, the Standard Industrial Code
(SIC) is 8299. The business size standard is $18.5 million. Small,
Historically Underutilized, and Women-owned businesses are encouraged
to submit a proposal. Perspective Offerors must have the financial
backing to defray mobilization and operating cost for approximately
