office will issue a Request for Proposal for an 8A Design Build IDIQ.
Proposals will not be opened publicly. PROPOSALS WILL BE RESTRICTED TO
CERTIFIED 8A FIRMS. SIC Code is 1542 with additional work to include
the 15 and 16 series. A Pre-Proposal Conference will be held at the
Sheraton Denver West Hotel, 360 Union Blvd., Lakewood, Colorado, on
March 22, 2000, at 9:00 AM. This Pre-Proposal Conference will be held
in conjunction with a Small Business Workshop being conducted there on
March 21-22, 2000. Attendance at this Workshop is not mandatory for
attendance at the Pre-Proposal Conference. Those interested in
attending the Workshop should contact Mr. Hubert Carter at (402)
221-4110. Small Business size standard is $17 Million. This
solicitation will facilitate award of up to three (3) multiple award
Design Build Indefinite Delivery Indefinite Quantity (IDIQ) contracts
for miscellaneous military and civil projects. Geographic limits for
work under this solicitation includes the entire state of Colorado. The
maximum amount of work that can be ordered shall not exceed $30 Million
per year. Each contract shall have a one year base period with four
(one year) option periods. Each contract will require the contractor to
furnish all plant, labor, materials, and equipment to design and
construct a wide variety of construction features to include but not be
limited to; highway and heavy construction, building construction,
mechanical work, and electrical work. The scope of work and authority
to perform the work will be accomplished using Task Orders executed by
the Contracting Officer. Contractor's Quality Control will be a
requirement in this contract. The Contractor will be required to
commence work within ten (10) days after Notice to Proceed for each
Task Order. Provisions will be included for liquidated damages in case
of failure to complete the work in the time allowed. Performance and
payment bonds will be required for each Task Order. This solicitation
shall be available through INTERNET ACCESS ONLY. All solicitation
documents shall be posted to the Omaha District's Advertised
Solicitation web site. The web site address is:

only be posted to the web site. It shall be the proposer's
responsibility to check the web site for any amendments. Interested
parties are required to register for the solicitation through the Omaha
