NSN 5895-01-390-0524 This action is a new work modification to Contract DAAB07-99-C-H004, this is a Firm Fixed Price contract with Northrop Grumman (NG). This modification is for eight (8) additional AN/TPQ-36(V)8 Radar Set Kits and associated spares. The AN/TPQ-36(V)8 Radar Set Kit is the same configuration that was solely developed by NG. NG is the only contractor with the expertise and technical knowledge to qualify as a responsible source, the cited authority permitting Other Than Full and Open Competition is 10.U.S.C. 2304(6)(1) as implemented by FAR 6.302-1(a)(1), Only One Responsible Source. NG as the prior developer and manufacturer possesses the essential technical background and experience for this effort. The Government does not possess current drawing packages to support this effort.The Government does not possess a fully validated competitive Technical Data Package for this effort.
