Container Advanced Radar Simulator Acquisition (SCARS) for the Air
Force Electron Combat Product Group CAUTION This market survey is being
conducted to identify existing sources of non-developmental electronic
combat simulators for the Air Force Electronic Combat Product Group as
described in the linked SCARS Capability Survey. Foreign participation
is not allowed in this sources sought synopsis nor in any future
solicitations or contract awards. Only U.S. contractors/institutions
with SECRET personnel and facility clearances may participate.
Contractors/Institutions responding to this market research are placed
on notice that participation in this survey may not ensure
participation in future solicitations or contract awards. The
government will not reimburse participants for any expenses associated
with their participation in this survey. 1. Hyper-linked below are two
documents: (1) SCARS Capability Survey which describes the information
sought for non-developmental flightline electronic combat RF
simulators and (2) Sales History Survey which describes the information
sought on the sales history for submitted simulator designs. 2. If
after reviewing the surveys, you desire to participate in the market
research, you should provide responses to the areas of the SCARS
Capability Survey where your simulator designs possess the described
capability. You may submit more than one survey response if there are
multiple designs that you wish to be evaluated. Failure to provide the
information sought by the survey questions may result in the
government being unable to adequately evaluate your simulator designs.
If your simulator design lacks capability in a particular area, please
provide details explaining how you would overcome the lack of
capability in order to perform that portion of the requirement.
Participants are also required to provide the information requested in
the Sales History Survey for each simulator design that is proposed.
Failure to provide the sales history information as requested will
disqualify any SCARS Capability Survey that is submitted for
evaluation. 3. Both large and small businesses are encouraged to
participate in this Market Research. Joint ventures or teaming
arrangements are encouraged to the degree that they are necessary for
manufacturing or modifying non-developmental designs. 4. Participants
must be proven designers, developers, and manufacturers of flightline
based electronic combat RF simulators. All simulator designs submitted
for evaluation must be non-developmental and must have been
manufactured and sold to a customer within the past two years.
Participants must identify the customers who have received or purchased
the submitted simulator designs along with the address and phone number
for the customer point of contact. Potential sources must be capable of
providing engineering services for modification, upgrade, integration,
operation, programming, and maintenance/repair for their submitted
simulator designs. 5. All submitted simulator designs must be intended
for use in a flightline environment where temperature, humidity, and
contaminants are not controlled for computing systems and equipment.
Systems designed specifically for laboratory or backshop use are not
permitted. 6. Participants may be required to demonstrate manufacturing
facilities, methods and processes available for manufacturing the
simulators. Participants may also be required to demonstrate that the
simulator designs address the capabilities discussed in the SCARS
Capability Survey. Demonstrations may take several forms or
combinations of forms. Examples include formal demonstrations and
submission of specifications for the designs as delivered to other
customers. 7. Participants must be export control certified and must
provide a copy of their approved DD Form 2345, Military Critical Data
Agreement, with their response. Certification may be obtained through
the Defense Logistics Services Center (DLSC), Battle Creek, MI
49016-3412, telephone number 1-800-352-3572. 8. Foreign participation
in this marketresearch is not allowed, therefore responses from foreign
sources cannot be accepted. Potential sources must furnish their
certified facility clearance level and their classified information
safeguarding level with their response. 9. This survey is for
information and planning purposes only and does not constitute an
Invitation for Bid or Request for Proposal and is not to be construed
