This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00173-00-R-CP01 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and DFARS Change Notice 20000210. This RFP is being issued under full and open competition. The standard industrial classification code is 3827 with a small business size standard of 500 employees. The contract line item number is 0001, Advanced Infrared Imaging System, 1 LO. This imaging system will be a tightly integrated package which includes images, controllers, data acquisition, and data storage. This system will include the capability of imaging over a wide range of wavelengths. The specific requirements of the system are: 1). Midwave Infrared sensor (3 to 5 micron wavelength) as follows: 3.0 -- 5.0 micron cold filter; minimum 320 x 256 pixel snapshot detector; user selectable frame rates up to at least 60 fps; Sterling cycle cooled to max. temperature of 77 Kelvin; NEdT < 25 mKelvin (noise equivalent temperature difference); User selectable integration times from 10 microseconds to 16.6 milliseconds; System noise < 1 LSB; Corrected uniformity < 0.1%; IR camera must be controllable via on camera controls or via RS-232 Interface with a vendor supplied Graphical User Interface or standard Windows terminal communications program; Data outputs must include NTSC, S-Video, and 12 bit corrected digital video; Must include external trigger function to allow frame synchronization; Vendor must supply midwave infrared lenses including at least 25mm, 50mm and 100mm optics; Cables shall be provided to allow separation of the IR camera and the visible camera from the data acquisition system(s) and S-VHSrecorder. The desired length of separation is 75 feet; Includes transport/storage cases for camera and lenses; Includes operations manual. 2.) Visible wavelength sensor (camera) as follows: Minimum frame rate of 250 fps; Minimum 256 x 256 CCD detector (512 x 512 preferred); Minimum 8 bit resolution; Monochrome image output; External trigger input to allow frame synchronization; Must accept standard C mount video lenses; Include zoom lens to allow co-registration of imaged area with IR sensor. 3.) Dual Channel Data Acquisition Station as follows: Must be capable of acquiring the data streams from the IR and visible camera simultaneously; Must include a software module ready to run which will allow acquisition of data from the two imagers; Must provide the capability to synchronize the images from the visible and IR sensors to within 1 frame; Must be able to acquire data from the IR camera at 60 fps without loss of frames; Must be able to acquire data from the Visible camera at 250 fps withoutloss of frames; Must provide the capability to reduce the speed of data acquisition by skipping a user defined number of frames between each frame acquired; Must include an image processing tool set to processes the acquired data streams; Must be able to record 30 sec. @ 60 fps with no loss of frames; Must be portable and include transportation case(s); System will include a re-writable DVD drive to allow archiving of acquired data; Vendor will provide a professional quality S-VHS recorder/player for acquisition of very long time data sequences. 4.) Operator Training as follows: Vendor shall provide training in the operation of the equipment on site at NRL.. Vendor's personnel must be familiar with the operation of all system components. The Required deliver date is 03 Apr 00 The contractor shall deliver supplies, all transportation charges paid, to destination in accordance with the clause in titled FAR 52.247-34 FOB Destination (NOV 1991). The specific evaluation criteria to be included in paragraph (a) of that provision are 1.)Technical capability of the item offered to meet the Government requirement.; 2.)Price; and 3.)Past Performance. Technical and past performance, when combined, are equally as important as Price. All such IT delivered under this contract shall be Year 2000 compliant as defined at FAR 39.002. 2.) REQUIREMENTS FOR ON-SITE CONTRACTORS -- For those portions of the work under this contract performed at any NRL site, the contractor shall comply with the Requirements for On-Site Contractors dated 28 July 1999 which are hereby incorporated by reference.
