for commercial items prepared in accordance with the format in Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation, N00173-00-R-HA02,
is a request for proposal (RFP). The incorporated provisions and
clauses of this acquisition are those in effect for Federal Acquisition
Regulation (FAR) and Federal Acquisition Circular 97-and Defense
Federal Acquisition Regulation Supplement (DFARS) through Defense
Federal Acquisition Regulation 91-13. The small business size standard
for this acquisition is 500 and the SIC code is 3829. This acquisition
is unrestricted. 1. BACKGROUND. The Naval Research Laboratory (NRL) has
a requirement for Multipurpose Measurement System (MMS) and its
accessories. The contractor must certify the offered equipment meets or
exceeds thefollowing specifications. The government has the right to
refuse any variance from these specifications. This is a multipurpose
measurement system intended for measuring physical properties of
samples, including AC susceptibility, DC magnetization, heat capacity,
resistivity, magneto-transport, and torque magnetometry. This system
will be used in several research programs at NRL. In general, these
programs endeavor our understanding of the physical properties of novel
materials by measuring and analyzing their magnetic and electrical
transport properties. 1. General Specifications. Measurements shall be
automated (Computer controlled). Samples shall be mountable on
removable stages for easy access. The control software shall allow
programmed and manual control of measurement parameters such as
temperature and magnetic field. The system shall have open architecture
to allow custom modifications of hardware and software. The system to
be supplied shall consist of all the components necessary to implement
the designs, functions, and program capabilities itemized in this
specification. The MMS shall meet or exceed the following
specifications: 2. Specifications Dewar- liquid He capacity: at least
5 day Max. hold time. Liquid helium transfer tube shall be included
Thermometry- internal thermometer and capability to install and use an
extra calibrated thermometer. Temperature control (either with
internal or extra thermometer)- 0.5 K (or less) -- 400K(or more);
continuous operation below 4.2 K; temperature sweep mode; accuracy:
0.6% (or better) at zero field; slew rate: 0.015 (or less) -- 5 (or
more) K/min.; control modes: no overshoot, fast settle, temperature
sweep; stability: 0.25% (or better) for T 10 K, 0.025% (or better) for
T > 10 K; sample space size: clear bore at least 2.25 cm diameter.
At least 9T magnetic field- bi-polar power supply (for continuous
charging through 0): 0.015 (or less) -15 (or more) mT/sec. slew rates,
current compensation, over-voltage protection; field uniformity:
0.015% (or less) over 5.0 cm x 1 cm (or more) diameter cylindrical
volume; control modes (persistent and driven): linear, oscillating, no
overshoot; resolution: 0.025mT (or less) to 1 T, 0.25mT (or less) to
9 T. AC susceptibility-operating frequency: 10Hz (or lower) to 10kHz
(or higher), AC field: 25 mOe (or less) -15 Oe (or more), sensitivity:
2x10-8 emu (2x10-11 Am2 @ 10 kHz) or better. DC magnetization-
sensitivity: 2.5x10-5 emu to 5 emu (2x10-8 Am2 to 5x10-3 Am2) or
better. Heat capacity- high vacuum system included; software for
acquiring data, displaying data, removing background, calculating and
saving fitting parameters and c2; sample size: 5 mg (or less) -- 500mg
(or more); resolution: at least 10nj/K @ 2K. DC resistivity bridge- at
least 3 independent channels; maximum sample number/sequence: 3;
current range: 5nA (or less) -- 5mA (or more); sensitivity: at least
25nV. Multi-function probe with sample stage and calibrated thermometer
to allow later additional experiments. Horizontal sample rotation
(optional) -- range: 10 (or less) -- 360 (or more); resolution: at
least 0.005 . Torque magnetometer (optional)- sample size: at least up
to 2 x 2 mm2, RMS torque noise level: at least 1 x 10-9 Nm for 45 sec.
(or less) sampling time. Ultra low field capability (optional)-
residual field < 0.1 Oe (or less) at any point, residual field
uniformity: < 0.1 Oe along 4 cm at center of coils. 3. Contractor
requirements. The contractor must provide set-up and installation of
the MMS at NRL. The contractor must provide a minimum of one days
training for a minimum of three people at NRL. The contractor will be
required to certify that the MMS will perform as described in this
specification. All capabilities must be demonstrated during the initial
installation and will be reviewed prior to final acceptance of the
system. The buyer reserves the right to refuse any variance from these
specifications. 4. Warranty and Support The contractor must offer the
government at least the same warranty terms, including offers of
extended warranties as offered to commercial customers against defects
in materials and workmanship for a period of one year from the date of
the completion of installation. 5. Installation and Training The
contractor must provide set-up and complete installation of the PPMS at
NRL. The contractor must also provide a minimum of one day training for
three (3) people on start-up and technical assistance (on-site
training) immediately succeeding completion of the installation of the
equipment. Training must cover all mechanical, optical, electrical and
software features. 6. Delivery and Acceptance Delivery and Acceptance
is at the Naval Research Laboratory, 4555 Overlook Ave. S.W.
Washington, DC 20375-5326, FOB Destination, no later than four (4)
months from date of award. The FAR and DFAR provisions and clauses
sited herein are incorporated by reference into this solicitation.
Offerors are advised to propose in accordance with the provision at FAR
52.212-1, Instructions to Offerors-Commercial Items. The proposal must
demonstrate an understanding of all requirements covered in the RFP's
terms and conditions. General statements that the offer can or will
comply with the requirements, that standard procedures will be used,
that well known techniques will be used, or paraphrases the RFP's
Specifications in whole or in part will not constitute compliance with
these requirements concerning the content of the technical proposal.
The government intends to award a contract resulting from this
solicitation to that responsible offeror proposing the lowest price for
the Supplies and Services that has been determined to comply with the
requirement of the solicitation. Offerors are advised to include with
their offer a completed copy of the following provisions: FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items, DFARS
252.212-7000 and DFARS 252.225-7000, Buy American Act and Balance of
Payments Program. The following FAR clauses apply to this acquisition:
FAR 52.212-4, Contract Terms and Conditions-Commercial items, FAR
52.212-5, Contract Term and Conditions Required to Implement Statutes
of Executive Orders-Commercial Items. The additional clauses that are
applicable to this acquisition are FAR 52.203-6, FAR 52.219-4, FAR
52.219-8, FAR 52.219-9, FAR 52.219-14, FAR 52.219-25, FAR 52.219-26,
FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR
52.225-3, FAR 52.232-33, and FAR 52.247-64. The clauses at DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes Applicable to Defense Acquisitions of Commercial Items,
applies to this acquisition. The additional clauses cited applicable to
this acquisition are DFARS 252.205-7000, DFARS 252.219-7003, DFARS
252.225-7001, DFARS 252.225-7007, DFARS 252.225-7012, DFARS
252.227-7015, DFARS 252.227-7037 and DFARS 252.204-7004. Any contract
awarded as a result of this solicitation will be a DO rated order
certified for national use under the Defense Priorities and Allocations
System (DPAS) (15CFR 700). Any questions generated, as a result of this
solicitation must be received no later than 10 days before the closing
date. Original and two (2) copies of the Offerors proposal must be

DC 20375-5326, and received no later than 4:00 p.m. E.S.T. on 24 March
