Standards and Technology's (NIST's) Occupational Health and Safety
Division has a requirement for a liquid scintillation counter which
will be used for support of the NIST Center for Neutron Research and
it's associated activities. The counter's primary duties will entail
special system analysis, unknown sample identification, tritium
bioassay, and environmental monitoring. It also will serve as a backup
for NIST's present LSC system, which is used for daily sample
analysis. The system shall consist of two (2) separate units. Unit 1,
(the COUNTER Unit) shall consist of a sample transport mechanism, two
Photo multiplier Tubes (PMT), signal amplifiers and discriminators, a
multichannel analyzer (MCA), instrument software or firmware necessary
for operation of the instrument, an internal calibration source, power
supplies and other components necessary for operation. Unit 2, (the
COMPUTER Unit) shall consist of, a minimum of, a Pentium (Intel)
compatible computer system with, as a minimum, a 400 MHz Pentium III
microprocessor chip, 64 Mbytes of RAM, a 17 inch high resolution
monitor, or 15" flat panel LCD, and controller with at least 8 Mbyte
video RAM, 1 high density 3 inch floppy drive, an internal ZIP-100
drive, at least a 10 Gbyte, fixed disk and controllers, and an internal
CD-ROM, parallel, serial and USB ports, a mouse and keyboard, and a
letter quality printer. Microsoft Win98/NT, which ever is needed, and
manuals shall also be supplied. The computer shall be capable of total,
seamless control of the counter. The above specifications are NOT all
inclusive. A full listing of the specifications will be available in
the Request for Quotations (RFQ). Instrument delivery, installation,
and training shall occur no later than 90 days after purchase order
award. This requirement will be unrestricted; however, the SIC Code is
applicable to this requirement is 5049. The RFQ will be issued
utilizing FAR Part 12 (Acquisition of Commercial Items) in conjunction
with Far Part 13 (Simplified Acquisition Procedures). The Government
anticipates the award of a firm-fixed price purchase order. The RFQ
package will be issued on or about February 28, 2000 with quotes due
approximately 15 calendar days later. Please fax your request for a
