RESEARCH -- The Marine Corps Tactical Systems Support Activity (MCTSSA)
is tasked with providing data analysis for Tactical Data Link (TADIL)
messages transmitted between USMC, other U. S. services and North
Atlantic Treaty Organization (NATO) Command and Control (C2) systems.
A requirement exists to acquire software that will perform the
following: provide the ability to receive recorded system and TADIL
message data, perform data reduction/filtering/organization/sorting and
display the results of the process in database and/or spreadsheet
format. The message types are Ground Based Data Link (GBDL), Intra
Based Data Link (IBDL), Point to Point Data Link (PPDL), in accordance
with standards; as yet to be determined. The message types also
include (TADILs A, B, C, J, ATDL-1, and NATO Link-1) in accordance with
Military Standards 6004, 6011B, 6016A, 6013 and STANAG 5501, 5601 for
NATO Link 1. Data reduction will be accomplished using Data Extraction
and Reduction Guide (DERG) dated Sept 1998 for presentation and
display to the user. The software must be capable of running on Solaris
Unix 2.6 and/or Windows 95/98/NT environments. The user interface must
have functionality for pull down and/or other types of menus specific
to message types, message fields, and other key analysis
functionality. Key elements and requirements of the desired solution
include, but are not limited to, the ability to operate the necessary
software applications and peripheral hardware on Windows and/or Unix
client/server intranet or networked file server system for an in-office
environment. The program shall incorporate a menu driven interface that
offers access to all user options and filters, and also be designed
with the ability to easily add future enhancements and capabilities.
All firms believing that they possess the expertise to satisfy the
requirements are invited to submit an affirmative response to this
notice. All such responses will be evaluated to ascertain the
capabilities of firms that are able to meet the entire scope of the
requirement. Firms should state their business size, include
literature, brochures, and capabilities summaries pertaining to the
