George W Herndon, III, 804 298-6210 The Virginia Army National Guard
has a requirement for operation of a full-time dining facility at Fort
Pickett, Blackstone, Virginia. This is not a vending service
requirement; it will require the preparation of a comprehensive menu,
3 times a day, 7 days a week, year-round to active, reserve, and
National Guard soldiers performing training and authorized duty at Fort
Pickett, Federal and state employees working at Fort Pickett, and any
other civilians who may desire to use the facility, subject to capacity
limitations, which are severe at this time. The Government will provide
a complete dining facility as Government-Furnished Property; the
contractor will operate and maintain the facility. The contemplated
contract will be a one-year requirements contract for providing
approximately 70,000 meals (breakfast, lunch, and dinner each
constitute one meal), with four one year options. Individual firm fixed
prices will be established for breakfast, lunch, and dinner. The number
of meals served will not be guaranteed and could fluctuate
significantly based on modified training requirements. Also, we expect
85% to 90% of the meals will be served during April through October.
Based on experience, significant use of the facility by other than
military personnel is unlikely, but possible. We desire to award a
contract in time to begin operations by 1 October 2000. Before
finalizing our acquisition strategy, we are conducting a market survey
of industry capabilities and interest in this requirement. If you are

brochure and such other literature which will give us an understanding
of your capabilities and experiences). We would also like to know if
