codes are a family of eight separate modules that simulate and analyze
on computers the operability of the natural and nuclear-stressed
military communications systems ranging over a broad frequency
spectrum. They were developed in the nineteen eighties to provide C3I
systems' performance evaluation tools for military users, DOD
contractors, analysts, and warfighters. The codes are PC based and use
computationally fast algorithms to simulate the natural and nuclear
stressed environments and their effect on propagated signals. The
algorithms incorporate a combination of first-principle, database, and
analytic model developments to simulate the geophysical and chemical
environmental properties, a sophisticated set of propagation models,
and a set of system and signal processing models. The algorithms focus
on efficiency and provide the user with a complete end-to-end
evaluation. This effort will continue to improve the user friendliness
of the codes, modify the codes to ensure prediction accuracy, and
provide technical and training support for the code users. The
solicitation is expected to result in a single award of a cost type
contract. The contractor will require a DoD security clearance of
Secret. The anticipated level of effort is approximately 3.5 man-years
with a 36 months period of performance. Please e-mail requests for
