National Advanced Driving Simulator (NADS) represents a major
investment by the Department of Transportation (DOT) in the nation's
transportation research infrastructure. The NADS is designed to set a
new world standard in technical excellence in high fidelity driving
simulation to support a national transportation research program to
advance the state of the art in a broad range of traffic safety and
motor vehicle technology areas. The NADS symbolizes a
Governmental-Educational-Industrial cooperative effort that will have
the additional benefit of improving United States competitiveness in
the automotive area. Following a nationwide competition conducted by
the National Science Foundation, in 1992 the DOT selected and entered
into a cooperative agreement with the University of Iowa to ensure the
University's participation in the design, fabrication and operation of
the NADS facility. The DOT was to provide the NADS to the University as
government-furnished property and the University was to provide for
construction of the building to house the NADS. The NADS facility, as
a national research asset, is to be operated by the University of Iowa
to conduct research projects for both public and private sector
research organizations. The purpose of this synopsis is for the
National Highway Traffic Safety Administration (NHTSA) to announce that
it intends to negotiate with the University of Iowa (UOI) to provide a
broad range of technical and administrative support for NHTSA
sponsored research by the NADS staff. This support will cover human
factors, engineering, software, data reduction and analysis and medical
disciplines including program development, implementation, data
reduction, analysis and project management. Subject areas to be
addressed will include, but not limited to, the following: Vehicle
Visibility, Advanced Technology (ITS), Vehicle Handling and Dynamics,
Braking (e.g., ABS), Displays/Controls, Driver Emergency Response,
Alcohol and Drugs, Driver Distraction/Workload, Older Drivers, Drowsy
Drivers, Ergonomics, Traffic Control Systems, Driver Behavior, Highway
Design and Signing, Railroad Crossings, Crash Reconstruction,
weather/environment, Heavy Vehicles, and Crash Injury. The procurement
is intended to facilitate utilization of the NADS by providing a
contractual vehicle for rapidly responding to the research needs of
NHTSA and other DOT Operating Administrations, while supporting a wide
range of outside users as well as projects directed specifically to
the UOI staff for modifying, upgrading and improving the NADS facility
and carrying out designated research. The anticipated period of
performance is five (5) years. An Indefinite Quantity type contract is
contemplated. This is not a Request for Proposal (RFP), nor is an RFP
available. However, a copy of the Statement of Work will be furnished
upon written request. While considered highly unlikely, interested
parties believing they are capable of meeting this requirement must
respond to this notice in writing within fifteen (15) days after
itsappearance in the CBD. Responses must include clear and convincing
documentation to support respondents capability to meet the above
requirement. All capability statements submitted will be considered. In
the absence of responses within the specified time herein, negotiations
on a sole source basis will commence with the University of Iowa.
