www.nab.usace.army.mil. This synopsis anticipates the award of four (4)
indefinite delivery/indefinite quantity type contracts from one
solicitation through use of competitive procedures pursuant to FAR Part
15. The contract awards will include two (2) competitive 8(a)'s, one
(1) Small Business Set Aside, and one (1) unrestricted award. The
contracts will be effective for a three (3) year base period or at the
point where the stated contract maximum is reached, which ever occurs
first. The contracts also provide for one (1) two (2) year option
period to be exercised at the discretion of the Government. Task orders
will be issued on a cost-plus-fixed-fee or a cost-plus-award-fee basis,
as determined by the Contracting Officer. The Government will be
obligated to place with the contractor a minimum of $240,000 through
the issuance of one (1) or more task order for each 8(a) contract.
Additionally, the Government will be obligated to place with the
contractor a minimum of $500,000 through the issuance of one (1) or
more task orders for each of the Small Business Set Aside and
unrestricted contracts. The maximum quantity ordered shall be an
estimated total amount of $101,000,000 for performance of tasks
assigned under the four contracts. The work is to be performed at sites
in the U.S. Army Corps of Engineers, North Atlantic Division (NAD),
which is EPA regions I, II, and III, consisting of ME, NH, MA, CT, VT,
RI, NY, PA, DE, NJ, MD, VA, WV, and the District of Columbia. The U.S.
Army Corps of Engineers is seeking qualified sources to conduct limited
environmental investigations, remedial/corrective measures, and/or
environmental protection/ enhancement actions, at sites to be specified
in task orders to be issued under this contract. The sites may be
contaminated with hazardous, toxic wastes (HTW), radiological wastes,
and/or ordnance and explosives (OE). The intent of this contract is to
perform work in support of environmental activities. The contractor
will be provided with initial design/information and will not be
required to perform extensive remedial investigations, studies or
remedial designs. Work to be accomplished under this contract shall be
issued by the Government to the performing contractors in task orders.
The types of efforts, which may be issued under this contract, may
include, but are not limited to: Data Collection and Analysis; Review
and/or development of Removal/Remediation Action Plans and Procedures;
Removal Actions; Remediation Actions; Construction Activities in
support of environmental remediation/enhancement, Demolition
Activities, Operations and Maintenance (O&M) in support of
environmental remediation; Environmental Protection/ Enhancement; and
Support Activities. In order to comply with Debt Collection Improvement
Act of 1996, all contractors must be registered in the Central
Contractor Registration (CCR) to be considered for award of a Federal

Information Center at 1-800-334-3414. Responding large business
offerors will be required to submit with their proposals a small
business and small disadvantage business subcontracting plan. The
subcontracting goals for this contract are that a minimum of 30% of the
planned subcontracting dollars to be placed with small business
concerns, a minimum of 15% of the planned subcontracting dollars to be
placed with small dis-advantaged business concerns, a minimum of 8% of
the planned subcontracting dollars to be placed with women owned
business concerns and 2% of the planned subcontracting dollars to be
placed with HUBZone small business concerns. The U.S. Army Corps of
Engineers, Baltimore District, encourages Women Owned Small Business
and Small Disadvantage Business participation as prime contractors. It
is imperative that all small disadvantaged businesses contact their
cognizant Small Business Administration Office to obtain Small
Disadvantaged Business Certification. Without SBA SDB certification, a
prime contractor nor a federal agency, can receive SDB credit when
utilizing non-certified SDB contractors/subcontractors. Technical
criteria for selection, in order of importance are: (1) Technical
Expertise and Experience; (2) Management Experience and Projected
Approach; (3) Past Performance; (4) Current and Project Capacity
Capabilities; and (5) Sample Task Narrative. Offerors will be required
to submit cost and technical proposals as stated in the solicitation.
The issue date for the solicitation will be on or about March 13,
2000. The closing date for the solicitation will be on or about April
12, 2000. A Pre-proposal conference will be held during the
solicitation period. Details on the conference will be provided in the
solicitation package. Request for the solicitation package shall be in
writing and no telephone of telefaxed requests for the solicitation
package will be accepted. All request shall include: Tax ID No., Cage
