Typical types of services to be performed may include, but are not limited to, analysis, design and construct prototypes; prepare engineering reports, develop software, prepare specifications and plans concerning the development of aviation systems and hardware peculiar to the Forest Service flying mission. In evaluating firms, the following Evaluation Criteria will be applied, listed in descending order of importance: In evaluating firms, the following Evaluation Criteria will be applied, listed in descending order of importance: (1) Experience in general aviation modifications and work associated with FAA modification installations (STC, Form 337); (2) Specialized experience and technical competence in the type of work required both by the firm and the professional(s) who will directly supervise the work (analysis of mechanical, hydraulic, pneumatic and electronic systems, and aeronautical engineeing); (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (4) Related experience in project activity of the Forest Service mission of dropping retardent, deliverying cargo and transporting personnel to sites on wildland fires, day or night; and (5) Professional qualifications necessary for satisfactory performance of the required services (including communication skills and technical and popular reports) and shall be licensed as a Mechanical Engineer in the state where they reside.
