202-565-4181 Architect or architect/engineer to provide professional
services for the advanced planning and design of a project that may
include, but is not limited to: Renovate Patient Care Units & Enhance
Extended Care Programs at VA Medical Center, Lebanon, Pennsylvania.
Scope: This Project will demolish and reconfigure (gut and replace)
three (3) floors in Building 2, an inpatient facility originally built
in the 1940s. Space layout and interior partitioning will be
reconfigured to meet current VA Space Planning Guidelines and to
optimize patient care and staff efficiency. Electrical, HVAC, nurse
call, medical gases, and fire and safety systems will be upgraded to
meet current codes and standards. Project work is limited to
renovations within the confines of these three floors, approximately
54,6000 Gross Square Feet (GSF). This remodeled space will be in
compliance with the Americans Disabilities Act in all patient care
areas; bathing and toilet facilities, nursing stations, patient
examination rooms, visitors lounge areas, utility rooms and clerical
support areas. Required services will include preparation of schematics
and design development plans, including all appropriate architectural
and engineering disciplines, and a firm estimate of construction cost.
The contract will include a government option for contract document
preparation and construction period services. Only firms with in-house
architectural services, experienced in the design of medical
facilities, or similar type projects, including the use of the
sustainable design, will be considered. Emphasis will be placed on the
estimating capabilities of the applicants. Applicants must have an
established working office in the state of Pennsylvania. This proposed
acquisition is a 100% small business set-aside. Firms must indicate in
response whether they meet the requirements for a small business
concern. No firm will be considered unless an application consisting of
a completed SF 255 and such other documentation the applicant considers
relevant, is received by the VA A/E Evaluation & Program Support Team
(181A) within 30 days after the date of this advertisement. A current
SF 254, representing and differentiating between the personnel,
experience and capabilities of all involved offices, must be included
with the application together with current SF 254s for each proposed
consultant's office involved. Applicants will be rated based on the
relevant experience of both the firm(s) and assigned individuals, the
applicant's capacity to do the work, record of past performance on VA
work, geographic consideration, demonstrate success in prescribing the
use of recovered material and achieving waste reduction and energy
efficiency in facility design, and participation of minority and
women-owned consultants. Award of contract is dependent upon the
