ARCHITECTURAL, ENGINEERING, and PRESERVATION SERVICES TO COMPLETE A
HISTORIC STRUCTURE REPORT FOR THE SEWALL-BELMONT HOUSE 1. INTRODUCTION
A. The National Woman's Party (NWP), in cooperation with the National
Park Service, is soliciting statements of qualifications and proposals
from firms interested in providing the architectural, engineering,
preservation and related services required for a Historic Structure
Report (HSR) to be completed at the Sewall-Belmont House, located at
144 Constitution Avenue, NE, Washington, DC 20002. The Sewall-Belmont
House, built in 1799-1801, is a National Historic Landmark on Capitol
Hill, adjacent to the Hart Senate Office Building and across the street
from the U.S. Supreme Court. B. The NWP, a nonprofit, nonpartisan
501(c)(3) organization, owns the Sewall-Belmont House and operates it
as a public nonprofit museum of women's history, under the terms of a
Cooperative Agreement with the National Park Service. The NWP was
founded by suffragist leader Alice Paul in 1913, and the Sewall-Belmont
House is the only major U.S. women's suffrage movement site that
remains intact, with its original collection. C. Federal grant funds
will be used by the NWP to pay for the services to be provided under
this contract. The Sewall-Belmont House, an Affiliated Area of the
National Park System, has been designated by Congress for funding from
the Save America's Treasures Program, and for funding from the U.S.
Department of Interior (National Park Service) FY 2000 appropriation,
sufficient to cover the cost of this Historic Structure Report and
begin exterior and interior preservation and rehabilitation work on the
site. D. The purpose of this RFQ/P is to obtain statements of
qualifications, proposals, scope of work descriptions, and prices from
interested teams of professional consultants. After review of
qualifications and proposals, the NWP will select a firm to carry out
the HSR. At its discretion, the NWP may select a small number of
top-ranking candidate firms for conferences on site, prior to awarding
the contract. E. Statements of qualifications and proposals must
comply with the National Park Service Director's Order #28, Cultural
Resource Management Guidelines (cf pages 116-119, Historic Structures
Reports) and must address the applicant's familiarity with the
Secretary of Interior's Standards for the Treatment of Historic

Page 2 2. DEADLINE FOR SUBMISSION Statements of qualifications and
proposals submitted in response to this RFQ/P will be accepted by the
NWP at its headquarters at the Sewall-Belmont House, 144 Constitution
Avenue, NE, Washington, DC 20002, until 5:00 p.m. on Friday, March 31,
2000. 3. SCHEDULE A. Depending on the quantity of submissions, the NWP
will review the qualifications and proposals and respond within
approximately one month. The site conferences (if any) will be held
promptly, as will any negotiations over fees and scope of work, final
negotiations, and execution of an Agreement. At its discretion, the NWP
may consult with the National Park Service during the selection and
contracting process. B. The full HSR must be completed within one year
from the date of contract award. Interim deadlines will apply; in
particular, delivery of the existing-conditions assessment and specific
work products with respect to immediate needs described in section
6.A.(v), below, will be required within 120 calendar days from the date
of contract award. 4. SITE TOURS This RFQ/P contains all the
information you will need to understand the project and submit
qualifications and proposals. However, anyone may tour the site during
normal business hours (Monday -- Friday, 8:30 a.m. to 4:30 p.m.).
Tours are free, and include a short film on the suffrage movement. 5.
CONFERENCES If the NWP determines that site conferences with a short
list of top-ranking firms would be useful, the conferences will be held
at the Sewall-Belmont House. Attendance will be mandatory for all team
members of the short-listed firms. Participants will have the
opportunity to meet the NWP staff members who will be responsible for
the project. 6. SCOPE OF PROFESSIONAL SERVICES A. The Historic
Structure Report is a comprehensive planning document, based on
thorough or exhaustive levels of investigation. Each team must
determine its scope of professional services based on prior experience
as well as knowledge gained during the RFQ/P process. The scope of
work may include, but is not limited to, the following activities: (i)
Conducting thorough archival, historical, photographic, structural,
engineering, conditions-assessment, archaeological, landscape, or other
specialized investigations. (ii) Reviewing and incorporating the
detailed HABS/HAER architectural drawings of the Sewall-Belmont House,
recently completed by the Historic American Building Survey --
Historic American Engineering Record team. (iii) Conducting materials
testing and analysis to determine appropriate preservation and
rehabilitation techniques. SBH-RFQ/P 2000-1 Request for Qualifications
and Proposals Page 3 (iv) Developing detailed recommendations with
respect to the overall sequence of preservation and rehabilitation work
to be done, evaluation of alternative treatments, recommended
treatments, and detailed budget estimates for preservation and/or
rehabilitation of all major interior and exterior components of the
site, including foundation, roof, grounds, masonry, wood, windows,
doors, interior surfaces, HVAC, plumbing, electrical systems, improved
disability-access, and site modifications to conserve the historic
collection (e.g., temperature, humidity, and UV light controls). (v)
Developing detailed recommendations with respect to immediate
preservation and rehabilitation needs, including: (a) identification of
immediate needs and critical areas to be addressed; (b) specific
recommendations as to the sequence of critical work to be done; (c)
evaluation of alternatives and recommended treatments for each
preservation/ rehabilitation element identified as an immediate need;
(d) technical drawings, specifications, and itemized budget estimates
for each preservation/rehabilitation element identified as an immediate
need, in sufficient detail to permit the NWP to begin soliciting bids
for work on the most critical projects within the current calendar
year; (vi) Developing recommendations and detailed plans for future
use, management, maintenance, and historic interpretation of the site
(building and grounds); (vii) Compiling, analyzing, and synthesizing
thorough documentary research and field investigations into a
comprehensive treatment, management, and planning document (Historic
Structure Report) for the Sewall-Belmont House. (ix) Providing draft
reports, interim reports, the final HSR, copies of the final HSR, and
supporting materials (sketches, plans, drawings, field notes, maps,
photographs, computerized databases, and/or objects collected), in
accordance with the schedule, format, and distribution requirements
specified in the HSR contract. B. Full collaboration with NWP staff,
and where appropriate, with National Park Service staff, will be
expected and required throughout the process. C. The following special
services must be provided to the NWP: (i) The Architect (or other
appropriate team member) must write a paper about some aspect of the
project, suitable for publication in a professional journal of the
National Trust for Historic Preservation or similar forum, by December
31, 2002. (ii) Key members of the project team must provide a minimum
of eight hours of lecture/education time at the direction of the NWP,
by December 31, 2003. Joint presentations with the NWP and/or National
Park Service staff are anticipated. The NWP / Sewall-Belmont House will
work these special services into their public interpretation programs,

Proposals Page 4 7. SITE AND PROJECT CONSTRAINTS. A. All recommended
work must conform to the Secretary of Interior's Standards for the
Treatment of Historic Properties (rev. 1995). B. Analysis and
evaluation must be conducted with minimal visible impact, minimal time
periods of disruption, no damage to the collection, and no structural
damage to the historic fabric of the building. C. Any test excavation
and/or trenching work in the ground and any subsurface or destructive
testing of architectural surfaces, or removal of building materials
for research, must be coordinated with and approved by the Executive
Committee of the NWP. Detailed descriptions of such excavations,
destructive testing, or removal of materials must be submitted to the
NWP Executive Committee for review and approval at least three weeks
prior to the proposed date of the work. D. The work anticipated by this
RFQ/P may proceed concurrently with work being done by other
contractors or the National Park Service at the Sewall-Belmont House.
The selected project team will be expected to coordinate its work at
the property with that of other contractors, NWP staff, or Park Service
staff working on-site at the same time. E. The NWP expects to keep the
site open to visitors and available for special events while the work
is in progress. All on-site consultants, contractors, and
sub-contractors must coordinate their activities and make allowances
for these important public aspects of the property's mission. 8.
PROFESSIONAL TEAM COMPOSITION A. The professional services required for
this project will be supplied by a team of architects, historians,
structural/mechanical/electrical/civil engineers, materials
conservators, historic landscape architects or archaeologists, and
other experts possessing the knowledge, skills and abilities necessary
to undertake and complete a full-scale Historic Structure Report for
a site of national significance. The final composition of the team must
be specified in the proposal. B. Professional licensure of principals
(as appropriate) and full liability insurance coverage will be required
for the team selected. C. Architects, historians, conservators,
landscape architects, and archaeologists must meet the minimum
qualifications set forth in the Office of Personnel Management's
Personnel Qualifications Standards Handbook (X-118) and NPS Director's
Order #28, Appendix E, Qualification Standards for Cultural Resource
Specialists. Engineers on the HSR team selected for this project must
have qualifications comparable to those for architects (at least two
years of full-time engineering experience and professional degree or
state license to practice engineering); other professionals must have
qualifications comparable to those for historians. D. The principals on
the team selected for this HSR are expected to participate fully in the
project. Substitutions of team members after the HSR contract is
awarded may be made only with the approval of the NWP Executive

Page 5 9. INSTRUCTIONS FOR SUBMISSION OF QUALIFICATIONS AND PROPOSALS
A. All submissions must be in writing (6 copies) on the lead firms's
letterhead. Telephone and facsimile submissions will not be accepted.
B. The statement of qualifications must contain the following
information: (i) A description of the professional qualifications of
the team and its members; (ii) Identification of the team leader (by
name) and the members of the team (by name) and their anticipated
respective roles and responsibilities; (iii) A description of the prior
work experience of the team (and each of its individual members) on
other relevant projects, especially successful experience with other
nationally significant historic preservation projects; and (iv) The
name, address and telephone numbers of references who may be contacted
concerning work done by the team principals on at least three (3)
comparable HSR projects within the past five years. C. The proposal
must include: (i) A full and complete description of the scope of work
proposed; (ii) The detailed fee proposal, along with a schedule of
hourly rates for all participants on the project team; (iii) The
organizational chart of the project team; (iv) The proposed project
time-line, showing deliverables and review periods; (v) A description
of the legal status of the entity submitting the qualifications (sole
proprietorship, partnership, limited partnership, joint venture or
corporation) and state of residency or incorporation; (vi) The name,
address, and title of persons within the firm who are authorized to
execute contracts on its behalf; and (vii) A statement indicating
whether or not the firm carries insurance in the following categories
and the principal amount of all coverages maintained: (a) Commercial
General Liability; (b) Professional Liability; (c) Automobile
Liability; and (d) Workers' Compensation. D. Attach significant
excerpts from one HSR, or a full HSR, as a work sample for your team.
HSR documents will be returned unmarked; please include an address
label, sufficient postage, and a suitable envelope.E. Attach any other
supporting information such as portfolios, resumes, or project lists.

CRITERIA FOR SELECTION A. To evaluate the qualifications and proposals
received in response to this RFQ/P, the NWP will consider the
following factors: (i) Professional qualifications; (ii) The quality of
the work sample (HSR) submitted; (iii) The experience of the team
members in resolving similar problems at comparable historic sites;
(iv) The ability to commence work on this HSR within 15 calendar days
of the contract award, to complete the conditions assessment and work
products specified in section 6.A.(v), above, within 120 calendar days
of the contract award, and to complete the full HSR document within
one year of the contract award; (v) Successful prior experience with
nationally significant historic preservation projects and demonstrated
ability to meet the Secretary of Interior's Standards for the
Treatment of Historic Properties; (vi) The detailed fee proposal; (vii)
Demonstrated ability to manage complex projects, control costs, meet
schedules, and achieve goals in a cooperative, timely, and
cost-effective manner; (viii) Responses received from references; (ix)
Geographic proximity to Washington, DC, and familiarity with local
history and construction methods, city development, local environmental
and historic-preservation regulations, and local review and permit
processes; and (x) Familiarity with women's role in U.S. history
(helpful, but not required). B. The NWP reserves the right, in the
exercise of its discretion: (i) To reject all submissions received;
(ii) To reject a submission due to defects, irregularities or
provisions inconsistent with this RFQ/P; (iii) To waive any defect or
irregularity in a submission and to accept it when it is otherwise
proper and reasonable to do so; and (iv) To negotiate directly with
respondents for other terms, prices and conditions deemed proper and
reasonable for the completion of the project. SBH-RFQ/P 2000-1 Request

CONDITIONS A. The National Woman's Party is a charitable, educational
and nonprofit 501(c)(3) organization, incorporated in the District of
Columbia. Financial support for the Sewall-Belmont House is provided by
NWP membership dues, contributions from private donors, revenues from
programs and reception rentals, and grants from agencies of municipal,
state and federal government, including the National Park Service of
the U.S. Department of Interior. The funding required for the project
covered by this RFQ/P will be provided from federal grants under the
Save America's Treasures Program and matching private-sector funds,
and/or the FY 2000 Interior Department appropriation for the
Sewall-Belmont House. B. Contractors, consultants, and sub-contractors
will be required to sign and comply with all standard certifications
required for National Park Service historic preservation projects
(e.g., drug-free workplace certifications). C. Participation on the HSR
team selected for this project will not preclude any team member from
submitting future proposals and bids for subsequent
preservation/rehabilitation contracts to be awarded by the NWP (in
consultation with the National Park Service), as the NWP and the
National Park Service move forward to implement the HSR recommendations
for preservation, use, and historic interpretation of the
Sewall-Belmont House. 12. EQUAL OPPORTUNITY A. The NWP is an equal
