is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR, Subpart 12.6 as supplemented with
additional information included in this notice. This notice constitutes
the only solicitation; quotes are being requested and a written
solicitation will not be issued. This solicitation is being issued as
a Request for Quotation number RFQ 688-124-0018. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular number 97-04. The small business
size standard is 500 employees. Items bid are to be FOB Destination.
Acceptance time will be 30 days from bid opening date. The following
provisions apply to this solicitation: 52.212-1 Instructions to
Offerors-Commercial, 52.212-3 Representations and
Certifications-Commercial Items, 52.214-4 Contract Terms and
Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions
including clauses incorporated by reference under Section (b)(6)
52.222-.26, Equal Opportunity (E.O. 11246), Affirmative Action for
Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212), 52.222-36
Affirmative Action for Handicapped Workers (29 U.S.C. 793), Buy
American Act-Supplies (41 U.S.C. 10). The Veterans Administration
Medical Center, Washington, DC is seeking the following service:
Furnish a custom newsletter for employees and patients. Service to
include research and writing of articles, editing, artwork, photos,
design, layout, printing, and distribution. The Public Affairs Office
will submit articles, photos, and artwork; in addition the contractor
may also utilize pre-written articles with the prior approval of the
Public Affairs Office. The VA Medical Center Public Relations Office
will coordinate and approve all work prior to final production.
Contract will be for quarterly editions of 35,000 copies in two colors,
four to six page format, 8.5x11 inch size (larger size my be
considered). The VA Medical Center will provide a mailing list to the
contractor. Contractor isto process and maintain the mailing list to
include additions, deletions, and resorting of the list. Contractor is
to label and distribute the publication. Contractor is responsible for
postage (adjustable to current rates) and obtaining all postal permits.
Initial contract is for the balance of FY 2000 (3 quarters) ending
09/30/2000 with renewal options for an additional 3 years (expiration
09/30/2003). A written notice of award or acceptance of offer, mailed
or otherwise furnished to the successful bidder within the time for
acceptance specified in the offer shall result in a binding contract
without further actions by either party. Bidders responding to this
announcement shall submit a price for this system along with the
information required in 52.212-1 and a completed copy of provision
52.212-3 to VA Medical Center (688/90C), Room 1B-112, 50 Irving Street,
NW, Washington, DC 20422 by March 08, 2000 at 16:00 EST. Questions may
