The Government intends to solicit and negotiate on a sole source basis
with the Commonwealth of Massachusetts, Environmental Police to
provide supplemental enforcement of the Northeast Multispecies Plan,
Atlantic Sea Scallop Plan and other Federally regulated marine species
in Massachusetts ports for the National Oceanic and Atmospheric
Administration, National Marine Fisheries Service, Office for Law
Enforcement. Commonwealth of Massachusetts Environmental Police is the
only federally deputized entity which is capable of implementing a
program of federal enforcement assistance in Massachusetts to monitor
vessel landings; and upon request, is capable of conducting site visits
to determine and appropriately document vessel landing activity to
ensure compliance with Federal fishery regulations. The Commonwealth of
Massachusetts Environmental Police is the only source which has the
authority to enforce fishery regulations in state waters. The period of
performance will be from the effective date of the contract through 12
months thereafter. The statutory authority for other than full and
open competition is 41 USC 253(c)(1). Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within fifteen days after
date of publication of this synopsis will be considered by the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Evidence must be provided of ability to provide the
required assessments. Copies of the request for quotation will only be
provided in response to written or faxed requests received directly
from the requestor. Telephone requests will not be honored. Requests

This is a simplified acquisition with a value of less than $100,000.
