FOR THE NATIONAL NEUROSCIENCE RESEARCH CENTER AT THE NATIONAL
INSTITUTES OF HEALTH, BETHESDA, MD CAMPUS. The National Institutes of
Health ("NIH") is seeking a private party that will act as a
Development Manager ("DM") to provide all services for the proposed
construction of the National Neuroscience Research Center at the NIH
Bethesda, MD campus. The services will include, but will not be limited
to: planning, programming, special studies, design, construction,
community relations and overall coordination of all activities
associated with the proposed project. The National Neuroscience
research Center at the NIH will be constructed in phases with the
entire Center being approximately 600,000 gross square feet (GSF). The
proposed site of the Center is Building 35/36 complex. The Center will
provide a collaborative environment for modern neuroscience research,
with a vivarium, bio-medical research labs, office, conference
facilities, interaction areas and public space. Only the DM will be
selected initially under this solicitation. A key objective of this
contract is to provide the facility in the shortest timeframe while
maintaining quality, design excellence, operational flexibility and
cost efficiency. The period of performance is nine (9) years which
includes one base phase and 10 option phases. The DM will be expected
to provide full development services for the entire project, including:
(a) developing phasing/options for the project, (b) procuring the
planning, design, construction, and other services necessary for
completion of the project, and (c) providing project management
services throughout the planning, design, construction, activation,
occupancy and close-out phases. The DM should not joint venture with an
Architectural/Engineering firm or a Construction Management firm at
this time. NIH intends the DM to select the design consultant and
construction manager after consulting with the selected DM. The DM must
have demonstrated experience in providing full development services for
projects of equal size, complexity, and type of client with a high
degree of customer satisfaction. In addition, the DM must be
experienced in interacting positively with communities. The price will
be a substantial factor in the award decision, but all other factors,
including technical factors: past performance, project experience,
capability/qualifications, participation of small disadvantaged
business concerns, experience in community and building occupant
relations, experience in subcontract procurement and administration ;
and (for short listed firms only) approach to the management of the
project, when combined, will be significantly more important than

Maryland 20892. All parties interested in receiving the official RFP
should submit a letter of interest on company letterhead along with a
certified or cashier's check in the amount of $25.00. No personal or
company checks will be accepted. Requests for the RFP must cite the RFP
No. 263-00-P(CP)-0206. Telephone requests will not be accepted. A
Pre-Proposal Conference will be held on March 15 at 8:00 a.m in the
