Defense Threat Reduction Agency has a requirement for a Service
Contract for Temporary Warehouse Space. The requirement is for 4400 to
a maximum of 5500 square feet of warehouse space for the Period of 6
March 2000 through 5 September 2000, with two 6-month options. This is
a combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This notice constitutes
a Request for Quotation (RFQ) for the following: RFQ Number,
DTRA01-00-T-0005. It is requested that you provide a price quotation
for the subject services to the undersigned no later than 2:00 PM EST,
1 March 2000. Facsimile transmission of your quotation is acceptable,
the facsimile number is (703) 810-4675. The price quotation should be
reflected as a monthly cost per square foot rate, with the total
number of square feet of warehouse space specified, and a total dollar
amount per month specified. The address of the proposed warehouse
space shall be included with your offer. Services are required as
described in the following Statement of Work: The warehouse space shall
be secure, heated, ventilated, have electrical service and lights, and
shall have a loading dock and/or roll up door. Parking space must be
provided. The warehouse space shall be delivered in a broom-cleaned,
useable condition, free of all furniture and debris. This warehouse
space shall be accessible to the government 24 hours per day. The
temporary warehouse space shall be located within the following area:
within a 5-mile radius of 14705 Willard Road in Chantilly, Virginia or
within a 10-mile radius of Fort Belvoir, Virginia. This notice serves
as the only solicitation; quotations are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA). The procedures identified in FAR
13 apply to this acquisition. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15. The provision at 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition. Offers will be
evaluated on the basis of technically acceptable lowest price per
square foot. Technical acceptability will be determined by compliance
with the specifications described in the Statement of Work and a site
visit of the proposed warehouse by government officials. Offerors shall
include a completed copy of the provision at 52.212-3 with any offer.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition and the additional
FAR clauses cited in the clause are applicable to this acquisition as
follows: 52.222-3, Convict Labor (E.O. 11755); 52.233-3, Protest after
Award (31 U.S.C. 3553), 52.222-26, Equal Opportunity (E.O. 11246);
52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793);
52.222-37, Employment Reports on Disabled Veterans and Veterans of the
Vietnam Era (38 U.S.C. 4212). The DFARs Clause at 252.204-7004,
Required Central Contractor Registration (Mar 1998) applies. This
acquisition is 100% set-aside for small business. The Standard
Industrial Classification Code is 4225 and the small business size
