(860) 285-7191 The U. S. Postal Service is soliciting proposals to
replace some of the existing carpeting and paint the second and third
floors of the Stamford, CT Processing & Distribution Center at 427 West
Ave. Work includes, but is not limited to, relocation of office
furniture, file cabinets, etc; preparing all painting surfaces; removal
of existing flooring; replacement of damaged acoustical tile ceilings;
removal and disposal of removed materials; and all associated work.
The estimated cost of the work is between $100,000.00 and $200,000.00,
with completion within one hundred twenty (120) calendar days after
receipt of notice to proceed. Sealed offers will be received in this
office prior to, but no later than, 4:00 p.m. on March 24, 2000. Offers
will not be publicly opened. The number of offers received, the
identity of the offerors, the amount of any offer, or relative standing
of the offerors WILL NOT BE DISCLOSED TO ANYONE until award of contract
is made. Proposal documents, plans and specifications will be available
o/a February 25, 2000 at a cost of $15.00 per set (non-refundable) from
the Facilities Service Office, U. S. Postal Service, 6 Griffin Road
North, Windsor, CT 06006-0300. Only certified checks or money orders
will be accepted, made payable to the Disbursing Officer, U. S. Postal
Service (Reference Solicitation No. 082530-00-A-0067). Plans may be
inspected at the issuing office and information regarding their
availability may be obtained by contacting Catherine Delasco at (860)
285-7191. Questions concerning the technical aspects of the proposal
should be directed to Michael F. Archacki, USPS Project Manager, at

preproposal conference for this project at 10:00 a.m. in the
maintenance manager's office at the site on Wednesday, March 15, 2000.
Prospective offerors are encouraged to attend. Offerors wishing to
visit the site at a time other than the walk-through may contact Bob
Olsen, Maintenance Manager, at (203) 326-2052. Proposals will be
evaluated on 1) price; and 2) company environmental health and safety
plan, which must be submitted with the proposal. A project-specific
safety plan must be submitted by the successful offeror before award.
Guidelines for other project requirements are outlined in the
specifications. The successful offeror will be required to submit a
100% performance bond and 50% payment bond before award of contract is
made. This is not a formal invitation for bid; therefore, no bid bond
