THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation, #53SBNB060048, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15.*****The associated Standards Industrial Classification Code (SIC) for this procurement is 3826, and the small business size is 500 Employees .*****The National Institute of Standards and Technology (NIST) has a requirement for a custom spectrogoniophotometer. This instrument will be used for measurements of total spectral radiant flux as well as luminous flux and luminous intensity distributions of light sources. The instrument measures the spectral irradiance from a light source in many directions around the source. The spectroradiometer, mounted on an arm at a radius of 1.25 m, rotates vertically around the light source to reach any given vertical angle in the 0 to 360 range, while the light source rotates horizontally to reach any given horizontal angle in the 0 to 360 range. The lamp holder can also be rotated at an arbitrary angle to set the burning position of the lamp. The rotation of the arm, the light source, and the lamp holder, is made by stepping motors that are controlled by computer. The detector (spectroradiometer) and the computer software will be developed by NIST and are not included in the order. The detailed specifications are as follows: (1) Mechanical construction: See Figure -- (a copy of the Figure may be obtained by contacting the Contract Specialist identified above). The arm rotation radius is 1.25 m. Total height should be less than 3.0 m. (2) Horizontal space: The space between the lamp arm (alignment diode laser) and the lamp holder arm is at least 1.3 m so that a 4ft linear fluorescent lamp can be mounted as a future option. (3) Dead angle toward lamp holder: < 3 (The detector should view the rotation center in the -177 to +177 range without being intercepted by the lamp rotation mechanisms.) (4) Variation (due to sag) of the arm radius in different positions: < 0.5 mm (Measured at the top and the bottom positions with detector weight of 2 kg.) (5) Resolution of all rotation stages: <0.01 (6) Absolute accuracy of the arm angle: < 0.1 (all rotation stages should have mechanical reference point reset.) (7) Absolute accuracy of the light source angle: < 0.1 . (8) Stepping motor driver with interface: should have RS232 or GPIB interface. The controller has commands for automatic trapezoidal acceleration, and has capability of reading status whether the motor is moving or not. (9) Motor speed for the detector arm: < 1.0 second for a 5 movement. (10) Lamp holder: It is aligned 90 0.1 from the detector rotation axis. The height of lamp socketis made adjustable for HID lamps of 35 W to 1500 W range to be center-aligned.(11) Lamp socket: E26 / E39 interchangeable, Kelvin type (4 contacts), and allows for mounting special other sockets as a future option. (12) Current capacity: The socket and wires should hold 15A maximum. (13) Light trap: ~40 cm diameter, effective reflectance factor of less than 2 %.(14) Detector/spectroradiometer (maximum weight 3 kg): not included in the order. (15) All mechanism surfaces are painted or coated flat black. (16) Alignment laser mounted on the rotation center of the main arm within 0.1 . (17) Computer and software are not included in the order. (18) This order includes installation of the spectrogoniophotometer at NIST,Gaithersburg. ***Vendors shall provide evidence of having produced and sold comparable systems within the past 3 years, with indication of performance success (list of 3 references, with name of contact, firm, phone number, fax number and item(s) purchased).*****Vendors are to submit the following:(i) TWO copies of the quotation, also including any descriptive literature, as well as a list of three references; and (ii) A completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items, which may be downloaded from http://www.nist.gov/admin/od/contract/repcert. *****Delivery is required within 120 days after receipt of order (ARO).*****Delivery location is the National Institute of Standards and Technology, Building 301, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The FOB point shall be DESTINATION, Gaithersburg, MD. *****NOTE:*****Vendors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the vendor's taking exception to it.*****The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered, based on (A) Technical capability to meet the Government's specifications (vendors shall submit a quotation addressing all required specifications, and shall provide descriptive literature for item(s) quoted; (B) Past Performance (vendors shall submit evidence of having produced and sold comparable units/systems within the past 3 years, with indication of performance success (list of 3 references, with name of contact,firm, phone number, and item(s) purchased); and (C) Price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13-SIMPLIFIED ACQUISITION PROCEDURES, Subpart 13.106-2, Evaluation of Quotations or Offers.
