C -- INDEFINITE DELIVERY ARCHITECT ENGINEER (A-E) CONTRACT FOR GEOTECHNICAL ENGINEERING SERVICES FOR THE CHICAGO DISTRICT, ARMY CORPS OF ENGINEERS POC POC Priscilla Abeyta, Contract Specialist (312) 353-6400 Ext. 1702, Contracting Officer, Velma-Salinas-Nix Ext. 1700 Geotechnical engineering services, procured in a with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for various civil works projects with the boundaries of the Chicago District of the U.S. Army Corps of Engineers. The possibility exists that the work may also be performed within the boundaries of the Great Lakes and Ohio River Division. These boundaries are indicated at http://www.lrd.usace.army.mil/default.htm. Up to two (2) Indefinite Delivery Type contracts will be negotited and awarded, with a base period of one year from the date of award with options to extend for up to two additional one year periods. Work will be assigned by negotiated delivery orders. Individual, fixed-price delivery orders will not exceed $1,000,000.00 and the annual ceiling for the base year and any option year is $1,000,000.00. Minimum guaranteed amount for the base year is $20,000.00 and $10,000.00 for each individual option year. In the event of overlapping Indefinite Delivery Type contracts, delivery orders will be assigned by the Chicago District as equitably as possible based on the decision of the Contracting Officer regarding the capacity of the contractor to perform the work, and the experience of the contrctor with the specific requirements fo the work to be performed. The estimated award date of the first contract will be October 2000. This announcement is open to all business regardless of size. If a large businesss is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The subcontracting goals are that a minimum of 40% of the contractor's intended subcontract amount be placed with small (SB), including small disadvantaged business (SDB), and 8% be placed with SDB. The plan is not required with is submittal. The wages and benefits of services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The work consists of geotechnical engineering services including: drilling, soil and rock sampling, borehole testing, well installation and pump testing, borehole and surficial geophysical testing, rock joint mapping, laboratory testing, geotechnical analyses, and reort prepartation. Selection Criteria, See Note 24 for general selection process. Firms must demonstrate in their sumittal the ability to meet the selection criteria. The selection criteria are listed below in descending order of importance. Criteria a through f are primary factors. Criteria g through h are secondary factors and will only be used as "tie-breakers' among technically equal firms. a) Geotechnical experience and technical competence of firm and contract team members to perform traditional geotechnical analyses in soil and rock including slope stability, seepage, bearing capacity, and settlement; conduct and analyze groundwater investigations; an to prepare conduct subsurface site explorations. b) Able to conduct field operations including: soil drilling and sampling; rock drilling and coring; in-situ borehole testing such as pump testing, pressure testing, and borehole geophysics; well installation; work on HTRW sites; surveying of borehole locations; rock joint mapping; and surficial geophysical surveying. c) Laboratory capable of receiving Corps of Engineers certfication for testing soil and rock samples. d) Past performances on DOD and other contracts with respect to cost control, quality of work and compliance with performance schedules. e) Capacity to perform two $500,000.00 delivery orders within a 6 month period. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. f) Knowledge of the Locality with respect to the geologic conditions of the Chicago area. g) Extent of participation of SB, SDB, historically black colleges and universities and minoirity institutions in the proposed contract team, measured as a percentage of the total estimated effort. h) Volume of DOD contract awards in the last 12 months as described in Note 24. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement.
