CECOM Acquisition Center, Southwest Operations Office, Fort Huachuca,
Arizona is providing this notification to announce the upcoming
solicitation DAAB32-00-R-0002 for the recompetition of Contract
DAEA32-96-C-0006, Operation, Maintenance, and Supply -- Europe
(OPMAS-E) for the 5th Signal Command, Germany. The services to be
provided include operation, maintenance and supply support for the 5th
Signal Command, Europe, covering information systems support
throughout the 5th Signal Command area of responsibility which includes
Central Europe, Italy, Belgium and the United Kingdom. OPMAS-E includes
the Area Maintenance and Supply Facility-Europe (AMSF-E), a
Government-Owned, Contractor-Operated facility at Sullivan Barracks,
Mannheim, Germany, with outlying facilities throughout Europe. The
OPMAS-E also consists of operations and logistics support to the
Defense Information Infrastructure (DII), Defense Red Switch Network
(DRSN), Video-Teleconferencing Centers (VTC), Data Processing
Installations (DPI), maintenance of American Forces Television (AFTV),
Air Traffic Systems (ATS), and the operation of three supply accounts.
The anticipated period of performance is a base period plus four option
years commencing on October 1, 2001. There will be a 60-day phase-in
period beginning on or about August 1, 2001 for contractor transition,
if required, and processing of "technical expert" packages immediately
after award. The contract type intended is Cost-Plus-Fixed-Fee (CPFF).
The Government intends on applying the Standard Industrial
Classification (SIC) code 4899, small business size standard $11
million, to this acquisition. This acquisition will be subject to full
and open competition and will not be set aside for small business
concerns. A Top Secret facility clearance granted by the Defense
Industrial Security Clearance Office (DISCO) shall be required prior to
performing any part of the contract; in addition, the Top Secret
security clearance and indoctrination for access to Sensitive
Compartmented Information (SCI) will be required to perform parts of
this contract. This acquisition will be conducted on the CECOM
Acquisition Center's Business Opportunities Page (BOP) at internet site

CECOM Acquisition Center intends to release a Draft Performance Work
Statement (DPWS) on or about March 6, 2000. The DPWS will be located in
Microsoft Word for Windows 97 format, at the solicitation as a
document. Industry comments regarding the DPWS, the acquisition
strategy, and any other pertinent issues regarding this acquisition are
