The FISC Norfolk Detachment Philadelphia intends to acquire engineering and technical services in support of the Puget Sound Naval Shipyard Detachment Boston, MA. The Contractor shall provide comprehensive services in the areas of naval architecture, mechanical, electrical, electronics, and environmental engineering. The work will include planning and estimating, engineering designs and calculations, technical research, material specifications, and detailed reports based on engineering studies and analysis relating to marine vessels and equipment. This may also include Computer Aided Design (CAD) drafting and modeling, computer programming and support services, and technical document preparation, publication and reproduction. The Contractor shall provide production personnel and production services to accomplish minor repairs and modifications to marine vessels while in port. The contractor shall also provide required supervision and other support personnel. Typical shipboard work will include but is not limited to removal and replacement of piping and ventilation system components, pipefitting and welding and touch-up painting. The total estimated level of effort including option years is 304,860 manhours. The RFP contemplates a 100% Small Business Set Aside for an Indefinite Delivery/Indefinite Quantity, Cost Plus Fixed Fee Contract for a base period of one year with four one-year option periods. Period of performance begins 01 Sep 00 or date of award, whichever is later. The solicitation will require the submission of technical and cost/price proposals. Oral presentation of portions of the technical proposal will be required. The Government intends to award a single delivery/task order contract.
