The services required will be in support of the Census's Telephone Questionnaire Assistance (TQA) Program. The TQA program has a need for technical expertise in the observance of training and remote monitoring in a management oversight capacity during the operations phase of the program. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
