M -- MANAGEMENT AND OPERATION OF THE KANSAS CITY PLANT On December 16, 1999, the U.S. Department of Energy (DOE)announced the acquisition plan for the management of the solicitations for the Pantex, Kansas City, and Y-12 nuclear weapons production plants. This Special CBD Notice is to advise all potential offerors or other concerned individuals or organizations that DOE has established a website at http://www.doeal.gov/cpd/NWPP/nwppdefault.htm for the dissemination of all information relating to the Kansas City Plant. This website will be the official solicitation distribution medium for this solicitation, and interested offerors should frequently check this website for amendments, notices, changes, questions & answers, or any other pertinent information relating to the solicitation. As portions of the draft solicitation are completed or new concepts considered, they will be posted on the web-site in order to streamline the process and initiate industry comments and recommendations early in the process. Therefore, it is strongly advised that interestedofferors frequently check this web-site for updates. The primary mission of the Kansas City Plant is the manufacture of nonnuclear electrical, electronic, mechanical, electro-mechanical, plastic, and metal components for nuclear weapons. Honeywell FM&T, and its predecessor companies have operated the Kansas City Plant since 1948 until the present. The contract is a Performance Based Management Contract (PBMC), Management and Operating (M&O), Cost-Plus-Award Fee (CPAF) contract. It currently has an estimated annual budget of approximately $350 million and will expire on December 31, 2000, with the new contract commencing January 1, 2001. The standard period of performance for a DOE management and operating contract is a five-year basic contract with an option for an additional five-year period.
