Communications-Electronic Command Acquisition Center Southwest
Operations Office, Fort Huachuca, AZ, Ronnie Lopez, Contracting
Officer, (520) 533-2254, is soliciting white papers from Educational
Institutions in support of the following services to the U.S. Army
Information Systems Engineering Command at Fort Huachuca, AZ. This is
an open-ended announcement for both market survey purposes and
informational in nature. It is not a request for proposal. The
following services are needed: 1. ACADEMIC a) Broker for Professional
Engineering Training and Registration b) Short Courses (approx. 1 week)
c) Special Topic Seminars (2-3 days) d) Access to Video Campus, NTU,
Extended University Programs and e) Upgrade the One Way Video System to
Full Duplex. 2. RESEARCH a) Task Order for Each Research Project b)
Interface to Industry for Commercial-Off-the-Shelf Products c) Work
with industry developers of network communications products and
modeling and simulation tools to validate new commercial network
components in hardware and software d) develop methods and technique
for distributed modeling and simulation of complex communications
systems using networks of workstations e) develop seamless hardware and
software interfaces need to emulate and simulate COTS products using
theoretical modeling tools. Offerors are required to submit three (3)
copies of a five (5) page or less white paper with a cover letter
(include softcopy on 3.5 disk/in Microsoft Word). The white paper must
be formatted as follows: Section A: Title, Period of Performance, Cost
of Task, Name of Company; Section B: Task Objective; and Section C:
Technical Summary. All responses must be address to Mr. Ronnie Lopez,
CECOM Acquisition Center, Southwest Operations Office CAC-S, Attn:
AMSEL-AC-CC-S-RT-D, Fort Huachuca, AZ 85613, (520) 533-2254. Each
Offeror may submit multiple white papers within the purview of this
announcement. The purpose of the white paper is to preclude unwarranted
effort on the part of an Offeror whose proposed work is not of interest
to the Government. Successful white papers may cause the government to
delve into future interests for proposals and setting up a basic
ordering agreement. All white papers submitted will be reviewed and
those found to be consistent with the intent of the BOA may be invited
to submit a technical and cost proposal. Such invitation does not
assure that the submitting organization will be awarded the contract.
Complete instructions for proposal preparation will be forwarded with
the invitation for proposal. Evaluation of proposals will be performed
using the following criteria: 1) innovation of the approach based on
the overall goal and/or technical areas described above; 2) soundness
and applicability of approach; and 3) reasonableness and realism of
proposed costs and fees (if any). In addition, the Government may
consider other factors such as: 1) offeror's capabilities, related
experience, facilities, techniques, or a unique combination of these
which are integral factors for achieving program objectives; 2)
offeror's qualifications, capabilities and experience of proposed
principal investigator, team leader, and other key personnel who are
critical to achieving proposal objectives; and 3) offeror's record of
present and past performance. No further evaluation criteria will be
used in selecting the proposals. The technical criteria will also be
used to determine whether white papers submitted are consistent with
the intent of the BOA and of interest to the Government. Only
Contracting Officers are legally authorized to commit the Government
