This project will consist of grading, drainage, and hot asphaltic concrete pavement on 10.324 kilometers of roadway for Wentworth Springs Road, Eldorado National Forest, El Dorado County, CA. Principal work items consist of lump sum contractor testing; 160,000 m3 excavation and 16,000 m3 subexcavation; 26 hectares clearing and grubbing; 12,000 m2 earthwork geotextile; 38,500 metric tons aggregate base; 18,600 metric tons hot asphalt concrete pavement; 1,000 metric tons asphalt cement; various sized (mm) pipe culverts (2,080 total meters); 2,800 meters underdrain system; seeding and associated surveying, staking and traffic control. Estimated price range is between $5,000,000.00 and $10,000,000.00. PLANS AND SPECS WILL BE AVAILABLE IN BOTH CD-ROM AND PAPER VERSIONS. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
