(i) This is a combined Synopsis/Solicitation for commercial items prepared in accordance with simplified acquisition procedures in FAR 13 and the format specified in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. (ii) The solicitation number, DAKF61-00-Q-0008 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. (iv) Regarding set asides, this action is unrestricted. The SIC is 3281 with a size standard of 500 employees. (v) A requirements contract to supply crushed rock for the current fiscal year is contemplated, and delivery orders will be issued on an as-needed basis. Contract line items number seven. They are 1) stockpile approximately 35,000 tons of crushed rock to be located one block north of Building 747. The remaining crushed rock to be delivered and spread specified number of miles from stockpile site: 2) deliver and spread 0-5 miles 5000 tons; 3) 6-10 miles 4000 tons; 4) 11-15 miles 4000 tons; 5) 16-20 miles 4000 tons; 6) 21-25 miles 4000 tons and 7) 26-30 miles 4000 tons. Amounts are estimates. Tonnage not delivered to the remote sites may be ordered and delivered to the stockpile.(vi) 1]Sieve size and percent by weight passing requirements: 1-in.=100, -in.=95-100, 3/8-in.=40-75, No. 4=25-60, No. 10= 15-45, No. 200=3-12. The aggregates shall consist of hard, durable particles of crushed stone and filler of natural sand or other finely divided mineral matter such as silt, clay, or lime. The crushed stone aggregate shall be free of lumps of clay loam, organic matter, and/or excessive amounts of thin and elongated pieces. The percentage of wear as determined by the Los Angeles Abrasion Test shall not exceed 50. The weighted loss of aggregates retained on the No. 4 sieve shall not exceed 18 percent by weight when subjected to five (5) cycles of the sodium sulfate soundness test. The aggregate, including any blended filler, shall have a liquid limit of not more than 25, and a plasticity index of not more than six. The contractor shall sample and test the product in accordance with the following American Association of State Highway Transportation Officials (AASHTO) standard methods: sampling aggregates=T 2, sieve analysis of aggregate=T 27, liquid limit of soils=T 89, plasticity index of So=T 90, Los Angeles Abrasion of Course Aggregate=T 96, Sodium Sulfated Soundness Test=T 104. Crushed stone shall meet these minimum standards. 2]The contractor shall furnish reports of tests on aggregates officially certifying that crushed stone meets specifications before start of contract. 3] Tonnage delivered will be determined by weighing loads at the Ft. McCoy scale. Open hours of scale house are 07:00-16:15 on working days. Empty weight of every truck shall be verified by a government employee at scale house on initial delivery. The government will furnish the contractor with signed delivery weight tickets. Contractor weight tickets not required. 4] The contractor shall furnish all equipment, supplies, supervision and personnel to load, haul, unload, and spread. 5] The government will provide the contractor temporary dump storage sites in areas designated by the government when work is remote to stockpile area. Storage shall not exceed that required on the delivery order. 6] Invoices shall be submitted in accordance with FAR 52.212-4(g) to the address provided in block 9 of the contract. (vii) Each delivery order (DO) shall allow contractor 10 calendar days mobilization/start-up time after receipt of order. Contractor shall provide a fax number to which DOs may be sent. Delivery shall average 1000 tons per day in any 5 working day period. Completion dates are established for each DO depending on the amount of crushed rock required. The government requires 24-hour written notification from the contractor, prior to the beginning of delivery. Notification shall identify the start date, the days and hours trucks will be delivering. Notification shall be faxed to Jim Vogt/Ray Crawford at 608-388-3136. The government reserves the right to delay delivery for specified project sites because of inclement weather. (viii)The contractor agrees to comply with all provisions and clauses incorporated in this action. Paragraph (a) is completed as follows: the factors to be used in the evaluation of offers are (1) technical capability of the contractor to meet stated requirements of the end item, (2) past performance and (3) price. Paragraph (b) is completed as follows: technical capability and past performance when combined are approximately equal to price. To evaluate technical capability the offeror shall submit (AASHTO) test results from gravel pit to be used and a list of equipment that will be available for use by contractor in performing the contract. References including the business name, a point of contact w/phone number and a brief description of similar work performed within the past three years shall be submitted to evaluate past performance. Offerors lacking past performance information will receive a neutral rating for past performance.
