50th Space Wing Contracting Squadron (50 CONS) is developing Multiple
Award Indefinite Delivery Contracts (See FAR 16.5). These contracts are
scheduled for award around 1 Aug 2000, with tasks awarded around 1 Oct
2000. The Multiple Award Contracts (MACs) will afford DoD agencies the
opportunity to contract for various services in a non fee-bearing
environment. The Statement of Work will be structured to include
support for Professional Engineering Services, Information Technology
(IT) Services, and Operational Support (OS) Services through a task
order process. The number of MACs to be awarded will be dictated by
evolving mission requirements. The primary focus of this contract will
be to support space and IT mission areas. Individual task orders will
be issued in accordance with FAR 16.505(b). In order to support these
requirements, it is contemplated that SIC Code 8731 will be utilized.
Small businesses are highly encouraged to participate in this
acquisition, as it is anticipated that 50% of the50 CONS MAC contracts
will be awarded to small businesses. Initially, customers will include
the HQ/AFSPC Space Warfare Center (SWC) and the 50th Space Wing 850th
Communications Squadron (850 CS). 50 CONS currently administers
operational support efforts for the SWC under the SWC Operations
Support (OS) Contract. 50 CONS also manages site integration support
for 850 CS under the Site Integration and Support Contract (SIASC).
Support for both organizations is anticipated to be performed under the
MAC. As previously announced on EPS Reference Number SWC-0000-0001,
dated 09 Sep 99, 50 CONS/LGCZB intends to issue sole source extensions
for the SWC OS Contracts for one year from 01 Oct 2000 through 30 Sep
2001 (FY 01). On 01 Oct 2001, the SWC OS Contract will terminate, and
all SWC work is anticipated to be on the MAC. The one-year extension
will be used to manage transition risk for the SWC during FY 01. The
extension will be used for some existing SWC efforts. New and
restructured SWC efforts are expected to beaccomplished through the
MAC. As a first choice, the SWC intends to award orders to SIC 8731
small business contractors to accomplish existing requirements under
the MAC, while ensuring the SWC has adequate large business resources
to meet current and future mission growth. The 850 CS work, currently
being performed under the SIASC include Schriever AFB site integration.
The areas covered currently encompass over 50% of the
Communication-Computer System (C-CS) facilities on the base and are
expected to grow. Functions to be supported would include engineering,
installation, I/MAR verification, scheduling, site preparation design,
architectural, C4 systems requirements administration, and similar type
integration and engineering technical support. Although much of the 850
CS work under the MAC may not begin until FY 03, certain site
integration support functions may be performed during FY 02. In order
to be considered for the MAC, potential offerors will be required to
submit a proposal detailing their past performance and related
experience and provide labor rates for various labor categories that
are anticipated for these requirements. A Blanket Purchase Agreement
(BPA) will be executed with those contractors having a MAC with 50
CONS, and the requirements (task orders) will then be
set-aside/competed among the qualified BPA holders as appropriate. An
Industry Day will be convened at the Aerospace Corporation at 1150
Academy Park Loop, Colorado Springs, CO from 0730 to 1200 on 21 Mar 00,
to provide further explanation and clarification of our approach.
