The Fleet and Industrial Supply Center, Jacksonville FL is seeking to identify potential sources and their capabilities for providing personal property services within the Southeast Region. The following fifteen activities are included in the Southeast Region: NAS Jacksonville FL, SUBASE Kings Bay GA, NAVSTA Mayport FL, NAS Pensacola FL, NATTC Pensacola FL, NTTC Corry Station FL, NAS Whiting Field FL, NSA New Orleans LA, NWS Charleston SC, NAS Key West FL, NAS Meridian MS, NAS JRB Fort Worth TX, NAS Corpus Christi TX, NAS Kingsville TX, and NAS Ingleside TX. Services include: entitlement counseling, inbound/outbound move management, non-temporary storage management, and all other functions associated with the transportation of personal property. FISC Jacksonville intends to solicit proposals for an OMB Circular A-76 Cost comparison study. The purpose of the study is to determine the most efficient and cost effective method of providing personal property services for the Southeast Region. In accordance with OMB Circular A-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform the above services. Commercial proposals will not result in a contract if Government performance is determined to be more advantageous. The projected date for issuance of the solicitation is 27 March 2000. Interested sources are requested to submit a statement demonstrating their capability to perform the responsibilities listed above. Responses are limited to two pages, and may include a description of the company and its experience relative to the performance of this or similar services. Responses must also identify the business size and whether the business is designated as a small business, small disadvantaged business, and/or women-owned small business. This acquisition will be conducted under Standard Industrial Classification (SIC) Code 4731 that establishes $18.5 million as the threshold for small business size.
