The Naval Sea Systems Command intends to solicit for additional
engineering support services for the Cooperative Engagement Capability
(CEC) in FY00 with options for FY01 and FY02 under Contract
N00024-98-C-5432. The engineering services will support existing
shipboard, airborne and land-based CEC applications and include
engineering services; systems engineering; design and development
support; test equipment support; test event support; program
documentation; design studies; technical feasibility evaluations;
training; upgrades services; line replaceable units; assemblies;
subassemblies; weapons replaceable assemblies; shop replaceable
assemblies; stand-alone and auxiliary equipment. The proposed
contractual effort requires unique knowledge of and expertise with
existing CEC systems. The solicitation will be issued to Raytheon
Company, 1501 72nd Street North, St. Petersburg, Florida 33710 as they
are currently the only firm with this experience in CEC. This effort
will continue to allow Raytheon to provide technical support for
in-service CEC Baselines 1.0 and 2.0. The Navy has initiated a
competition feasibility analysis. Preliminary findings indicate that
competition may be feasible. That effort will be synopsized separately
once the acquisition strategy has been finalized. See Numbered
