Sources Sought-This notice is to announce that sources are sought for two separate Air Force programs to lease up to six Operational Support Aircraft (OSA), with options to lease at least three additional OSA. Interested parties may bid to any or all requirements with the same or different aircraft. These acquisitions, with exception to the three option aircraft, are a result of Congressional legislation as enacted in Public Law 106-79 and are consistent with operational lease provisions contained in OMB Circular A-11. The two programs supported by this potential acquisition have different requirements and may result in the lease of multiple aircraft configurations. The first program, referred to as the CINC Support Aircraft Replacement Program, calls for a most probable quantity of five FAA certified commercial intercontinental passenger aircraft accommodating a minimum of 12 passengers and 5 crew in a working office environment and capable of dispatch on short notice to any suitable airfield in the world from operating locations at MacDill AFB, FL and Hickam AFB, HI. This aircraft shall have a 5000 NM range, a separate DistinguishedVisitor (DV) area, and worldwide clear and secure voice, facsimile, and PC data passenger communications. Further details on the requirements for these aircraft are posted on the Wright-Patterson AFB Pre- award Information Exchange Systems (PIXS) website at http://www.pixs.wpafb.af.mil/ in Air Mobility Command Draft Operational Requirements Document, AMC 002-94-I/II/IIIA, CINC Support Aircraft Replacement Program. The second program, referred to as the C-22 Replacement Program, calls for a most probable quantity of four (one initial plus three options) FAA certified commercial intercontinental passenger aircraft reconfigurable to accommodate a minimum of 40 passengers and 7 crew (low volume, office environment with DV area) or a minimum 70 passengers and 5 crew (high volume passenger transport). The ability to reconfigure the interior for medical evacuation by installing 1 to 7 Spectrum 500 beds is also required. The aircraft shall be capable of dispatch on short notice to any suitable airfield in the world from operating locations at Andrews AFB, Maryland and shall be capable of non-stop flight from Andrews AFB, Maryland to Moscow, Russia and from Frankfurt, Germany to Andrews AFB, Maryland with 7 crew and 40 passengers. Worldwide clear and secure voice, facsimile, and data communications are required to support the passengers. This is intended to be a multiple award solicitation. This acquisition will utilize commercial practices to the greatest extent possible in accordance with Federal Acquisition Regulation Part 12. This synopsis is for information and planning purposes only, does not constitute an RFP, and is not be construed as a commitment on the part of the Government. The Government intends to hold a conference in the near future with all interested sources to brief industry on further details of this effort and to gain feedback. All potential sources replying to this notice will receive invitations to this conference. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of the acquisition. Mr. Steve Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of theprogram director or the contracting officer.
